Provided is an image forming apparatus that controls a user authentication and a switching action for switching into a specific operation mode (either one of first and second power saving modes, and emergency stop), depending an alarm level of disaster information. A user authentication function circuit is for performing the user authentication. An operation mode switching circuit is for switching a current operation mode into the specific operation mode. A disaster information acquire circuit is for receiving disaster information representing the alarm level. A system control circuit controls, depending on the alarm level, the user authentication operation by the user authentication function circuit and a switching of one of the operation modes by the operation mode switching circuit. The aforementioned specified operation mode is either one of the user authentication mode, the first power saving mode, the second power saving mode, and the emergency stop.

The service-usage-fee calculator calculates a usage fee of a cloud service according to information on use of the cloud service used by an electronic device. The device-usage-fee calculator calculates a usage fee of the electronic device. The billing amount creating unit creates a billing amount by combining the usage fee calculated by the service-usage-fee calculator and the usage fee calculated by the device-usage-fee calculator.

A peripheral device connectable to a terminal via a network includes an alternate-device search unit, an alternate-device data transmission unit, and an alternate-device data transmission notification unit. The alternate-device search unit searches for an alternate peripheral device in an operating mode in the neighborhood of the peripheral device when the peripheral device is in a power saving mode upon receiving data to be processed from the terminal. When the alternate-device search unit locates the alternate peripheral device in the operation mode, the alternate-device data transmission unit transmits the data to be processed to the alternate peripheral device. The alternate-device data transmission notification unit notifies the terminal that the alternate-device data transmission unit has transmitted the data to be processed to the alternate peripheral device.
