A shift detection range changer changes a shift detection range that is a divided range of the received signal in the time-domain used for obtaining the Doppler frequency shift to correspond to a range of the received signal reflected by particles at altitudes within a predetermined range including an altitude of the measurement point, on the basis of the attitude angle information.
