Various communication systems may benefit from appropriate configuration of when a device is required to be active. For example, enhanced machine type communication radio resource management requirements regarding device activity can be aligned with machine type communication physical downlink control channel monitoring. A method can include determining a discontinuous reception usage state of a user equipment. The method can also include selecting a monitoring performance requirement from a plurality of monitoring performance requirements based on the determined discontinuous reception usage stage. The method can further include power saving in accordance with the selected monitoring performance requirement.

A method, apparatus, and computer program product where a user equipment, in a wireless communications system, measures downlink radio quality based on available downlink signals. The user equipment compares the measured downlink radio quality with RLM thresholds. Based on that comparison, the user equipment determines its in-sync or out-of-sync status. Prior to the measuring, the user equipment can determine the RLM thresholds based on hypothetical NPDCCH channels; can receive in-sync and out-of-sync thresholds from the base station; can receive an additional offset for in-sync and out-of-sync thresholds under enhanced coverages and can determine the RLM thresholds for normal converge on the hypothetical NPDCCH channels; or can receive an offset between in-sync and out-of-sync thresholds from a base station and determine the RLM out-of-sync threshold based on the hypothetical NPDCCH channels and the RLM in-of-sync threshold based on the out-of-sync threshold and the offset provided by the base station.

A technique is provided for selecting a cell in a wireless network to send a report, the technique including: selecting, by a user device, a cell based on different cell selection criteria for different reporting, including: selecting, by the user device based on a first cell selection criteria, a cell to perform normal reporting; and selecting, by the user device based on a second cell selection criteria that is different from the first cell selection criteria, a cell to perform exception reporting; and sending, by the user device via the selected cell, a report including either a normal report or an exception report.

Disclosed is a method comprising providing a primary cell capable of serving a terminal device; determining a candidate secondary cell group, comprising one or more cells that have coverage area within the coverage are of the primary cell; determining, from the candidate secondary cell group, a cell that, based on information obtained before or during a connection setup signalling, has the highest probability of being successfully configured as a secondary cell for an inter-site carrier aggregation for the terminal device; and configuring the cell as the secondary cell for the inter-site carrier aggregation.

The exemplary embodiments of the invention provide at least a method and an apparatus to perform operations including in response to an indication of a handover by a mobile device to another network cell, adjusting network measurement parameters from a first configuration to a second configuration based at least on a cell type of the another network cell, and performing measurements in the another network cell using the adjusted measurement parameters. In addition, the exemplary embodiments of the invention provide at least a method and apparatus to perform operations including determining, by a network node, an optimal measurement configuration to be used in another network cell based at least on a cell type of the another network cell, and sending information including an indication of the measurement configuration towards a mobile device.
