    Abstract: Systems and methods for cell ID disambiguation are described. In one embodiment, a method for constructing a neighbor table is disclosed, comprising: receiving, at a coordinating node, a physical cell identifier (PCI) of a detected neighbor base station from a user equipment (UE); receiving, at the coordinating node, a global positioning system (GPS) position of a moving mobile base station; determining, at the coordinating node, a future projected area of location for the moving mobile base station using the GPS position; retrieving, at the coordinating node, the PCI of the detected neighbor base station using the future projected area of location; and assigning an unambiguous PCI for the moving mobile base station that does not conflict with the retrieved PCI.

    Abstract: This application discloses methods for creating self-organizing networks implemented on heterogeneous mesh networks. The self-organizing networks can include a computing cloud component coupled to the heterogeneous mesh network. In the methods and computer-readable mediums disclosed herein, a processor determines if a user equipment (UE) should hand over its service from a base station to a multi-radio access technology (RAT) node, based on heuristics including one or more of: a distance traveled over a time T1, an average speed over a time T2, a destination stored in internal memory within the UE, a speed limit measurement for a nearby road, a possible direction in which the UE could travel, a signal strength measurement for a servicing base station, and a signal strength measurement for the multi-RAT node. A position profile may be used to predict a future location of the UE.

    Abstract: Systems and methods for an in-vehicle base station are described. In one embodiment, a method is disclosed, comprising: permitting a mobile device to attach to the mobile base station; attaching, at the mobile base station, to a macro cell for providing backhaul to the mobile device using the mobile base station for access; receiving a first tracking area code from the macro cell; transmitting a second tracking area code to the mobile device, the second tracking area code corresponding to a tracking area managed by a coordinating node; detecting, at the mobile base station, a transition from a stationary state to a moving state of the mobile base station; and sending a tracking area update message to a core network to transition to the tracking area managed by the coordinating node.
