For this purpose, a game service method in a cloud game server includes receiving an access request from a user terminal, receiving unique information about the user terminal, executing a game according to a game event requested by the user terminal, and encoding and transmitting video and audio according to the unique information about the user terminal, where the video and audio is a result of the game execution.

Provided are a method and apparatus for determining a block mode using bit-generation probability estimation in motion picture coding. In H.264 video coding for Internet protocol (IP)-television (TV), the method and apparatus first determine whether or not a current block mode is a skip mode or a direct-prediction mode using bit-generation probability estimation, thereby reducing the amount of computation. By minimizing the amount of computation for determining a block mode, it is possible to increase an encoding rate and also minimize deterioration in image quality.

The moving picture encoding method includes the steps of: setting the lowest one of rate-distortion costs of macroblocks adjacent to a macroblock to be encoded as a threshold value; setting the lowest one of mode-specific distortion costs obtained by inter prediction for the macroblock to be encoded as an optimum inter mode distortion cost; comparing the threshold value with the optimum inter mode distortion cost; and when the threshold value is larger than the optimum inter mode distortion cost, as a result of the comparison, skipping intra prediction and setting a mode having the optimum inter mode distortion cost as a final encoding mode.
