SOLUTION: The thermosetting powder coating composition contains (A) the (co)polymer of the polar unsaturated compound which is the living polymer obtained by polymerizing the unsaturated compound in the presence of a hydroxycarbonyl compound having at least both of an alcoholic hydroxy group and a carbonyl group in one molecule when producing the polymer by (co)polymerizing the polar unsaturated compound by using an organic oxysalt compound as a catalyst, and (B) a component of a curing agent composition capable of curing the (co)polymer. SOLUTION: This method for producing a 1,2-dioxyethane compound comprises reacting an epoxy compound with an carboxylic acid ester, a carboxylic acid anhydride or a carbonate in the presence of a phosphazenium compound of the formula (R is a 1-10C hydrocarbon; Z- is a halogen anion, hydroxy anion, an alkoxy anion or the like), thus obtaining the corresponding 1,2-dioxyethane derivative, respectively. For example, phenyl glycidyl ether is dropped and reaction with phenyl acetate in the presence of tetrakis[tris(dimethylamino)phosphoranylidenamino]phosphonium of the formula to obtain 1,3-diphenoxy-2-propyl acetate in a production yield of 98%. The compound of the formula can exhibit an extremely high catalytic activity.
