SOLUTION: In the presence of a compound represented by general formula (1) (wherein Z - is an anion represented by the form that proton is removed from an inorganic acid or an active hydrogen compound; R is a 1-10C hydrocarbon group or Rs may bond each other to form a ring together with N atom), a compound represented by general formula (2): MQa [wherein M is an alkali metal atom, an alkaline earth metal atom or a rare earth metal atom; Q is a residual group after proton(s) are removed from an inorganic acid or an active hydrogen bearing compound; and a is an integer of 1-3] and an organic halogen compound are allowed to react each other whereby at least one of halogen atom is substituted with Q and a Q-bearing organic compound is obtained. PROBLEM TO BE SOLVED: To provide a process for effectively and efficiently producing a living (co)polymer by the catalytic living polymerization of a polar unsaturated compound, when producing the (co)polymer by polymerizing the polar unsaturated compound; and to provide a thermosetting powder coating composition (e.g. an acrylic thermosetting powder coating composition) having storage stability, appearance characteristics, physical characteristics and chemical characteristics. SOLUTION: A phosphazenium compd. represented by the formula is used. In the formula, Z- is an anion having a configuration derived by eliminating a proton from an active hydrogen compd.; a-d are each 1 or 0 wherein they are not 0 at the same time; R is a 1-10C hydrocarbon group wherein two R's on the same nitrogen atom may be bonded together to form a ring structure. A polar unsatd. compd. to be used has a polar functional group selected from the group consisting of a CO group, a CN group and a pyridyl group as well as an unsatd. group in one molecule. PROBLEM TO BE SOLVED: To obtain a 1,2-dioxyethane derivative in a high yield by using a phosphazenium compound as a catalyst on the reaction of an epoxy compound with a carboxylic acid ester, a carboxylic acid anhydride or a carbonate. SOLUTION: This method for producing a 1,2-dioxyethane compound comprises reacting an epoxy compound with an carboxylic acid ester, a carboxylic acid anhydride or a carbonate in the presence of a phosphazenium compound of the formula (R is a 1-10C hydrocarbon; Z- is a halogen anion, hydroxy anion, an alkoxy anion or the like), thus obtaining the corresponding 1,2-dioxyethane derivative, respectively. For example, phenyl glycidyl ether is dropped and reaction with phenyl acetate in the presence of tetrakis[tris(dimethylamino)phosphoranylidenamino]phosphonium of the formula to obtain 1,3-diphenoxy-2-propyl acetate in a production yield of 98%. The compound of the formula can exhibit an extremely high catalytic activity.
