Methods and apparatus are provided for controlling Wireless Local Area Network (WLAN) selection in a wireless communication system. Information on a limitation of managed objects, indicating whether to allow reception of a WLAN selection policy from a roaming network, is received. It is determined whether a User Equipment (UE) exists in the roaming network. It is determined whether to receive the WLAN selection policy from the roaming network based on the information on the limitation of the managed objects, when the UE exists in the roaming network. The WLAN selection policy is received from the roaming network, when it is determined that the WLAN selection policy is to be received from the roaming network. A WLAN is selected according to a policy set for the UE, when it is determined that the WLAN selection policy is not to be received from the roaming network.

A method and apparatus for performing a device-to-device (D2D) communication by a user equipment and supporting D2D communication by a communication entity. The D2D communication method may include: acquiring ProSe ID of the UE or the UE's user, which is used in the D2D communication; generating an expression by using the ProSe ID; broadcasting the generated expression; receiving a direct D2D connection request message from another UE over a core network; sending a direct connection accept message in response to the direct D2D connection request message; and performing the D2D communication with another UE. Accordingly, D2D communication can be efficiently performed.

A mobility parameter adjustment method and apparatus for use in a wireless communication system is provided. The mobility parameter adjustment method of a base station includes receiving connection failure information from a terminal, and adjusting a mobility adjustment parameter based on the connection failure information. The mobility parameter adjustment method and apparatus of the present disclosure is capable of adjusting mobility parameter efficiently so as to improve the mobility robustness of the wireless communication system and User Equipment (UE).

The present invention relates to a communication technique of fusing a 5G communication system for supporting higher data transmission rate beyond a 4G system with an IoT technology and a system thereof. The present invention may be used for an intelligent service (for example, smart home, smart building, smart city, smart car or connected car, health care, digital education, retail business, security and safety related service, or the like) based on the 5G communication technology and the IoT related technology. A method for terminal to transmit and receive a signal in a mobile communication system according to one embodiment of the present specification includes: transmitting a connection request message including request information for an IP flow control by means of a packet data network gateway (PGW); receiving, from the PGW, a connection response message including permission information for the IP flow control; and controlling the IP flow associated with the connection based on the permission information for the IP flow control. Provided is a method and apparatus for device-to-device (D2D) communication, and, particularly, a method and apparatus for device-to-device (D2D) communication for discovering an adjacent UE through a network in a wireless cellular communication system. Provided are a method for performing device-to-device communication by a UE, and an apparatus therefor, the method including: transmitting a discovery request for discovering an adjacent UE to a server; scanning a discovery channel during a scanning time according to the discovery request; and performing the device-to-device communication with a discovered adjacent UE when the adjacent UE is discovered as a result of the scanning, wherein the discovery request is used for the server to to transmit an announcement request to the adjacent UE corresponding to the discovery request, and the announcement indication information includes information which allows the adjacent UE to broadcast a discovery signal through the discovery channel during the scanning time.

A Short Message Service (SMS) delivery method and apparatus is provided for delivering an SMS message efficiently by selecting a network domain to attach to according to the service provided to a Mobile Station (MS) by the mobile operator network. An SMS delivery method of the present invention includes receiving, at a network node, an Attach/Routing Area Update (RAU) Request message including a parameter indicating an attach/update type and SMS-only service, and transmitting, when SMS in a Serving General Packet Radio Service (GPRS) Support Node (SGSN) is supported at the core network node, to the mobile station an Attach Accept message including a parameter indicating that SMS in SGSN is supported. The SMS delivery method of the present invention is capable of delivering SMS message efficiently in the wireless communication system.
