    Abstract: Embodiments of the present invention provide a capability matching method, an apparatus, and a system. The method includes: before a user equipment (UE) initiates a random access process, identifying, by the UE, a capability of a network side device, and when the UE identifies that the network side device is a network side device that does not support low cost machine type communication (LC-MTC), reselecting, by the UE, to access another network side device. By means of the capability matching method, the apparatus, and the system provided in the embodiments of the present invention, a problem that a capability mismatch occurs between a UE and a network side device is avoided, and a waste of authorized resources, extra power consumption of a UE, and an interruption of data transmission are avoided.

    Abstract: Embodiments of the present disclosure relate to the field of communications technologies, and provide a radio bearer reconfiguration method, a radio bearer establishment method, user equipment, and a base station. The method includes receiving, by a UE, a radio bearer reconfiguration indication sent by abase station, where the radio bearer reconfiguration indication includes a radio bearer identifier and a target configuration parameter, the radio bearer identifier indicates a target radio bearer that needs to be reconfigured, and the target configuration parameter corresponds to a configuration item of the target radio bearer that needs to be reconfigured; releasing, by the UE, the target radio bearer; and transmitting, by the UE, signaling and/or data on the corresponding target radio bearer according to the target configuration parameter.

    Abstract: Embodiments of the present invention provide a data transmission method and apparatus. The method includes generating a configuration message. The configuration message is used to configure, for user equipment UE, a function of receiving downlink bundled data, and the downlink bundled data is downlink data that is repeatedly transmitted at least twice. The configuration message to the UE and the downlink bundled data are sent to the UE. According to the data transmission method and apparatus provided in the embodiments of the present invention, downlink data is sent to user equipment in a downlink bundling manner, thereby shortening a delay of the downlink data transmission. If the downlink data is PDCCH control signaling, timeliness of an operation indicated by the PDCCH control signaling is improved.

    Abstract: Embodiments of the present invention relate to the communications field, and provide an apparatus, a method, and a system for cell selection, so that a terminal device can communicate normally. The method includes: measuring a received signal communication parameter value of a first cell; determining whether the communication parameter value is greater than a first threshold; if the communication parameter value is less than or equal to the first threshold, obtaining a second threshold; determining whether the communication parameter value is greater than the second threshold; and if the communication parameter value is greater than the second threshold, setting the first cell as a serving cell of the terminal device. The apparatus, the method, and the system for cell selection provided in the embodiments of the present invention are used to select a cell.

    Abstract: Embodiments of the present invention relate to the field of communications technologies and disclose an information obtaining method and apparatus based on an unlicensed cell (Uscell). On an unlicensed cell, precision of obtained Uscell information is significantly improved, so as to enable a base station to complete addition and deletion of a Uscell. A specific embodiment of the present invention includes: obtaining detection indication information, where the detection indication information is used to instruct to identify a Uscell and/or instruct to measure a reference signal corresponding to the Uscell, then, performing detection according to the detection indication information, and reporting a detection result to a base station. Technical solutions provided in the present invention are mainly applied to an information obtaining process of the Uscell.

    Abstract: Embodiments of the present invention provide an RRC message processing method, user equipment, and a base station. On a UE side, it is determined, according to designated information carried in a received first RRC message and designated information carried in a second RRC message received before the first RRC message is received, whether the first RRC message and the second RRC message are repeated RRC messages, where the designated information includes at least one of the following information: an RRC transaction identifier corresponding to an RRC message carrying the designated information, an RRC message type corresponding to an RRC message carrying the designated information, or a message payload of an RRC message corresponding to an RRC message carrying the designated information; and no response is made to the first RRC message when it is determined that the first RRC message and the second RRC message are repeated RRC messages.
