Abstract: A method and apparatus of improving the compression efficiency of a motion vector by efficiently predicting a motion vector in an enhancement layer from a motion vector in a base layer in a video coding method using a multi-layer are provided. The method includes obtaining a motion vector in a base layer frame having a first frame rate from an input frame, obtaining a motion vector in a first enhancement layer frame having a second frame rate from the input frame, the second frame rate being greater than the first frame rate, generating a predicted motion vector by referring to a motion vector for at least one frame among base layer frames present immediately before and after the same temporal position as the first enhancement layer frame if there is no base layer frame at the same temporal position as the first enhancement layer frame, and coding a difference between the motion vector in the first enhancement layer frame and the generated predicted motion vector, and the obtained motion vector in the base layer.

Abstract: Disclosed are a method for broadcasting signal transmission in a wireless communication system providing a broadcasting service and a corresponding wireless communication system. In such a method and a system, a terminal receives a signal transmitted from a repeater to calculate received performance information of the signal and then transmits the received performance information to an administration center if the received performance information is equal to or greater than a reference error value. The administration center controls the repeater based on the received performance information transmitted from the terminal. The repeater adjusts transmission signal intensity or a transmission angle based on a control signal transmitted from the administration center.

Abstract: An adaptive control apparatus for keeping a dropping probability of a handoff call requested without user mobility information below a predefined level, to guarantee a quality of service (QoS). The apparatus adaptively controls an admission threshold of each cell in a wireless network to maintain the handoff dropping probability below a predefined level. The admission threshold is dynamically adjusted based on handoff drop events. The apparatus can guarantee QoS and maximize channel utilization. Since the apparatus is simply based on the handoff drop events of each cell rather than mobility of the respective calls, it is possible to remarkably decrease the complexity as compared with the existing mobile-oriented apparatus. In addition, the apparatus can solve the inter-cell unfairness problem.

Abstract: The invention is directed to a liquid crystal display and assembly without a contact hole in the reflective layer. By eliminating the contact hole, the overall reflectance of the apparatus is increased. In order to prevent light leakage and afterimage, the invention includes an interface electrode that is strategically positioned over where light leakage occurs. An exemplary device of the invention includes a first electrode, a second electrode, and a liquid crystal layer located between the first electrode and the second electrode. The liquid crystal layer has a reflective region, a transmissive region, and an interface region located between the first region and the second region. The apparatus includes a thin film transistor that is electrically coupled to the second electrode through an electrical coupling in the interface region. The invention also includes a method of making the device.

Abstract: A bit line sense amplifier is provided. The bit line sense amplifier includes a first sense amplifier block in which a plurality of first sense amplifiers for sensing and amplifying data of a bit line or a complementary bit line are laid out, and first drivers, which are arranged outside the plurality of first sense amplifiers, for pulling down the bit line or the complementary bit line to a first voltage level. The bit line sense amplifier further includes a second sense amplifier block with a plurality of second sense amplifiers and second drivers for pulling up the bit line or the complementary bit line to a second voltage level. By arranging the drivers outside the bit sense amplifiers, effects caused by variation in critical dimensions (CDs) of gates are minimized and the entire area of the bit line sense amplifier is reduced.
