Embodiments of the present invention provide an unlicensed spectrum scheduling method which includes: monitoring, by a scheduling device, a status of a channel, and if determining by means of monitoring that the channel is idle, sending a control frame on the channel so as to reserve the channel, where a frequency domain resource occupied by the channel is in an unlicensed spectrum; sending, by the scheduling device, first channel status information to user equipment UE, where the first channel status information indicates that the scheduling device has reserved the channel; and receiving, by the scheduling device, second channel status information fed back by the UE, and determining, according to the second channel status information, whether to schedule the UE, where the second channel status information is generated by the UE according to the channel status obtained by means of monitoring.

The present invention provides a handover method, a terminal, a base station, and a system, where the base station includes: a processing unit, configured to obtain first indication information, where the first indication information is used to indicate that a terminal is allowed to perform a forward handover; and a sending unit, configured to send the first indication information obtained by the processing unit to the terminal, so that the terminal sends a forward handover request message to a second base station according to the first indication information, receives a forward handover command message sent by the second base station according to the forward handover request message, and performs a forward handover from the first base station to the second base station according to the forward handover command message. Therefore, control by a base station over a handover process of a terminal can be improved in a wireless communications system.

The present invention discloses an offloading method, which includes: receiving, by user equipment, an offloading indication sent by a base station, where the offloading indication is used to indicate an access method for the user equipment to access an access point, the offloading indication includes a security parameter used by the user equipment and the access point to perform bidirectional authentication, the access point belongs to a wireless local area network, the base station belongs to a wireless cellular network, and the security parameter is further sent by the base station to the access point; and performing, by the user equipment, the bidirectional authentication with the access point according to the security parameter sent by the base station to the user equipment, so that the user equipment accesses the access point according to the access method and performs offloading to the wireless local area network.

Embodiments of the present disclosure provide a method and an apparatus for paging a user equipment. A paging message sent by an MME is received, where the foregoing paging message includes indication information of a UE type; a scheduling resource for sending a paging message of the foregoing UE type is determined according to the indication information of the UE type; and the paging message of the foregoing UE is sent on the scheduling resource, thereby reducing impact on a conventional type of UE that is caused by a limitation on a bandwidth of a received signal of a special type of UE.

The present invention relates to the communications field, and discloses a data transmission method, a base station, and user equipment, which are used to resolve a problem in the prior art that timeliness of data reception from a WLAN AP by UE is relatively low and a relatively large delay exists. The present invention resolves a problem that a conventional MBMS cannot transmit an emergency service or a burst service, and achieves an effect that although information such as a program information table cannot be provided to the UE in advance, the UE may be triggered by using the arrival indication of the service to receive the service, thereby satisfying a transmission requirement brought about by unpredictability of an emergency service or a burst service.

A method and an apparatus for transmitting a data packet are provided. A user equipment UE determines that service data unit SDU delivery needs to be performed for an erroneous data packet born on a radio bearer RB of a service. If the received data packet is not received correctly after maximum retransmission times are achieved, the UE determines that a received data packet is the erroneous data packet. The UE delivers the SDU in the erroneous data packet to a radio link control RLC entity corresponding to the RB, and the RLC entity in the UE sends the SDU to an upper layer of the RLC entity. The delivery of the erroneous data packet may be achieved, so that an air interface resource may be effectively utilized and the decoding quality may be improved.

The present invention provides a random access method, a user equipment and a network equipment. The method comprising: acquiring a random access group scheduling identity, wherein the random access group scheduling identity is shared by user equipments belonging to a first group; receiving control signaling scrambled by the random access group scheduling identity on a PDCCH, and decoding the control signaling according to the random access group scheduling identity; receiving a data packet on a PDSCH according to the decoded control signaling, wherein the data packet comprises indication information used for instructing at least one UE belonging to the first group to perform a random access; and determining that the random access is needed to be performed according to the indication information, and performing the random access. The embodiments of the present invention may save PDCCH resource.
