A method for allocating a resource by a Mobile Station (MS) in a mobile communication system includes performing a measurement operation and a measurement report operation; and being allocated a resource from a small cell Base Station (BS) or a macro BS based on a neighbor small cell BS change probability and a neighbor small cell BS list, wherein the neighbor small cell BS list includes information on neighbor small cell BSs, and the neighbor small cell BSs are neighbor small cell BSs of which received signal strengths for reference signals measured by the MS are equal to or greater than a threshold received signal strength, and wherein the neighbor small cell BS change probability is determined using a neighbor small cell BS list which is generated at a current timing point and a neighbor small cell BS list which is generated at a previous timing point.

The present invention relates to a method for reducing power consumption of a wireless terminal, comprising the operations of: when receiving a triggering packet from the wireless terminal, estimating parameters related to reduction of the power consumption of the wireless terminal; when receiving a condition including a required reduction amount for the power consumption, determined on the basis of the parameters, and time delay related information, setting a clustering cycle corresponding to the condition; and performing a wireless communication with the wireless terminal on the basis of the clustering cycle.

Provided is an apparatus to detect congestion of a network using a receiver of a communication system. The apparatus includes a transport layer information extraction unit configured to extract transmission control protocol frame information from information that is received from a lower layer. The apparatus also includes a congestion information filtering unit configured to identify and output a packet to determine congestion in the transmission control protocol frame information. The apparatus further includes a congestion detection unit configured to determine whether the network is congested using the packet to determine congestion. The apparatus includes a congestion information output unit configured to, upon detecting congestion in the network, deliver information indicating the detection of the congestion in the network to an operating system or other applications.

A system and a method minimize power consumption, signalling overhead, and processing load in blind scheduling in a mobile communication system. A User Equipment (UE) detects a type of an uplink (UL) grant while it is periodically allocated the UL grant. If there is no data to transmit using the UL grant, the UE determines whether to transmit a padding Medium Access Control (MAC) Protocol Data Unit (PDU) to an Evolved Universal Terrestrial Radio Access Network (E-UTRAN) Node B (eNB) using the UL grant according to the type of the UL grant.

A method of determining a transmission time of a packet in a mobile device according to the present disclosure may include: if a request for the transmission of a present packet from at least one operated application is detected, identifying whether it is possible to delay a transmission time of the present packet; when it is possible to delay the transmission time of the present packet, calculating a power gain generated as the transmission time of the present packet is delayed; and determining whether the transmission time of the present packet will be delayed according to the calculated power gain.

The method includes detecting occurrence of an event which needs to be notified to the second electronic device, determining a time to notify the occurrence of the event based on a driving time of the second electronic device, and transmitting an event occurrence notification signal to the second electronic device at the determined notification time.

An apparatus and a method for managing an access mode of an NB in a wireless communication system. The method includes receiving, from a first NB, a request to change the access mode of the second NB from a first mode into a second mode; determining, by the CN, to change the access mode of the second NB into the second mode; transmitting, to the second NB, a request message requesting to change the access mode of the second NB; and receiving, from the second NB, a response message informing of an access mode control result. If the first mode allows access only to terminals having a registration in the second NB, and the second mode allows access to terminals, the second NB further grants access to at least one terminal not registered in the second NB, after changing the access mode.

A wireless communication method by a terminal according to one embodiment may include the operations of: identifying information indicating a type of each of multiple wireless networks, a strength of each of signals received from the multiple wireless networks, respectively, and power consumption of the terminal; selecting one wireless network among the multiple wireless networks on the basis of the information and the strength of each of current signals received from the multiple wireless networks, respectively; and communicating with the selected wireless network.

An apparatus for connecting to a wireless communication system is provided. The apparatus includes a controller configured to, when it is determined to restrict a connection to a base station, set base stations which are detected during a first reference time as connection candidate base stations, set any base station which fails to be detected during a second reference time as one or more base stations to be excluded from connection, and select at least one base station except for the one or more base stations to be excluded from connection from among the connection candidate base stations, and a transmitter configured to transmit a connection request signal to the selected base station.
