Provided are a video encoding method and apparatus having temporal scalability, and a video decoding method and apparatus having temporal scalability. The video encoding method includes: splitting pictures included in a picture sequence into temporal sub-layers; classifying, as a first temporal layer access picture or a second temporal layer access picture, a temporal layer access picture based on whether a picture encoded after the temporal layer access picture is capable of referring to a picture encoded before the temporal layer access picture; and adding, to transmission unit data including the temporal layer access picture, type syntax information for identifying the first temporal layer access picture and the second temporal layer access picture, wherein the picture encoded after the temporal layer access picture belongs to a same temporal sub-layer as the temporal layer access picture or belongs to an upper temporal sub-layer to the temporal layer access picture.

Provided are methods of encoding and decoding a multiview video by performing inter-prediction and inter-view prediction on each view image of the multiview video.A method of prediction-encoding the multiview video includes determining at least one reference picture list from among first and second reference picture lists which respectively include restored images having a viewpoint of a current picture for inter-prediction of the current picture and restored images for inter-view prediction; determining at least one reference picture and reference block with respect to a current block of the current picture by using the determined at least one reference picture list; and performing at least one selected from inter-prediction and inter-view prediction on the current block by using the reference block.

A method of determining an offset includes dividing a current image into a plurality of blocks, determining a category of pixels in each of the plurality of blocks based on values of neighboring pixels, determining an offset value for pixels belonging to the category, and adjusting the offset value based on characteristics of the category and a background pixel value of each of the pixels. The offset value is an average of differences between values of original images and restored images of pixels belonging to one category. The background pixel value is an average of values of pixels in a background pixel block to which the pixels belong among background pixel blocks divided to calculate a background pixel value.

An video decoding apparatus including a parser which obtains bit strings corresponding to current transformation coefficient level information by arithmetic decoding a bitstream based on a context model; a parameter determiner which determines a current binarization parameter by updating or maintaining a previous binarization parameter based on a comparison of a threshold and a size of a previous transformation coefficient; a syntax element restorer which obtains the current transformation coefficient level information by performing de-binarization of the bit strings using the determined current binarization parameter and generates a size of a current transformation coefficient using the current transformation coefficient level information, wherein the current binarization parameter has a value equal to or smaller than a predetermined value.

Provided are a method and apparatus for decoding a multiview video and a method and apparatus for encoding a multiview video. The decoding method includes: receiving multiview image streams that configure the multiview video; obtaining, from a predetermined data unit header that includes information of a base-view picture included in a base-view image stream, picture order count (POC) information of the base-view picture; determining, using the POC information of the base-view picture, a POC of the base-view picture, based on an instantaneous decoding refresh (IDR) picture of a base-view; and determining, using the POC of the base-view picture, a POC of an additional-view picture that is included in a same access unit as the base-view picture and is transmitted.

A method of processing a sound signal is disclosed. The method of processing a sound signal includes receiving a sound signal from the outside of a device, converting the sound signal into a first frequency domain signal, determining whether or not the sound signal is a voice signal using the first frequency domain signal acquired through the conversion, converting the first frequency domain signal into a second frequency domain signal based on the determination, and recognizing the sound signal using the second frequency domain signal acquired through the conversion.

Provided are a multi-layer video encoding method and apparatus, and a multi-layer video decoding method and apparatus, which implement a new multi-layer video prediction structure. The multi-layer video decoding method includes: reconstructing base layer images by performing motion compensation and intra decoding on a base layer stream; and reconstructing enhancement layer images by reconstructing an enhancement layer random access point (RAP) image of a same type corresponding to a base layer RAP image capable of random access from among the base layer images, from an enhancement layer stream and by performing motion compensation and inter-layer decoding using the base layer images on the enhancement layer images including the reconstructed enhancement layer RAP image.

A multi-layer video decoding method includes receiving a plurality of multi-layer image streams that constitute a multi-layer video, obtaining, from a data unit header including information of a second random access point (RAP) picture that corresponds to a first RAP picture included in a first layer image stream and is included in a second layer image stream from among the plurality of multi-layer image streams, first picture order count (POC) information for determining a first partial value of a POC of the second RAP picture that is set to be the same as a POC of the first RAP picture, obtaining, from the data unit header, second POC information about a second partial value of the POC of the second RAP picture, and obtaining the POC of the second RAP picture by using the first POC information and the second POC information.
