The device comprises a first flange provided by a cam shaft of the engine, which flange has a first radially extending elongate slit. A second flange faces the first flange with a certain clearance therebetween and is secured to a drive shaft to rotate therewith. The second flange has a second radially extending elongate slit. An annular member is disposed within the clearance and rotatable about an axis of the drive shaft. First and second pins are rotatably held by opposed sides of the annular member respectively. These pins are positioned at diametrically opposed positions with respect to a center of the annular member and slidably engaged with the first and second elongate slits respectively. A drive mechanism is employed for pivoting the annular member about a pivot axis eccentric to the axis of the drive shaft in accordance with an operating condition of the engine.

A main rocker arm which is pivotally mounted on a rocker shaft has one or more sub-rocker arms pivotally mounted thereon. The main rocker arm is arranged to synchronously open and close two poppet valves. Each of the sub-rocker arms can be selectively locked to the main one by way of hydraulically operated plunger arrangements. The main rocker arm is provided with a roller type cam follower which follows a low speed cam. The sub-rocker arms are provided with followers which engage high or very high speed cams. Lost motion springs which maintain the sub-rocker arms in contact with the cams are mounted on the main rocker arm.

An internal combustion engine is provided with a valve lift varying mechanism for intake valves and a valve phase varying mechanism for exhaust valves. A controller performs a control operation in response to a request to pause at least one cylinder while the engine is in operation. The control operation includes: a first operation of setting an intake valve lift to a zero-lift setpoint by the valve lift varying mechanism; and a second operation of setting an exhaust valve phase by the valve phase varying mechanism so as to set an exhaust valve opening timing to a first timing setpoint on an advance side of bottom dead center and set an exhaust valve closing timing to a second timing setpoint on a retard side of bottom dead center. The first and second timing setpoints are closer to top dead center than to bottom dead center.

Also provided is a control shaft whose angular position is adjusted depending on an engine operating condition for changing a linkage attitude. The valve actuation member has an arcuate portion curved to bypass the drive shaft. The control shaft has a coaxial shaft portion and an eccentric control cam. The control cam is a fulcrum of oscillating motion of the rocker arm and the coaxial shaft portion of the control shaft is a fulcrum of oscillating motion of the valve actuation member.
