The present invention relates to a device-to device (D2D) operation method executed by a terminal in a wireless communication system, comprising the steps of: acquiring a public land mobile network (PLMN) list for a first service; acquiring a PLMN list for a second service; determining frequency priorities on the basis of the PLMN list for the first service and the PLMN list for the second service; and performing cell re-selection on the basis of the frequency priorities, wherein said determining of the frequency priorities comprises determining, as a top priority, a frequency for a PLMN which is commonly included in the PLMN list for the first service and the PLMN list for the second service.

Provided is a method for communicating carried out by a terminal in a wireless communication system supporting a multiple access network. The method comprises receiving a traffic routing configuration from a first access network, wherein the traffic routing configuration involves specifying traffic routing criteria, searching a second access network, determining whether a second access network entity discovered by the search satisfies the traffic routing criteria, and processing traffic on the first access network through the second access network entity when the traffic routing criteria are satisfied.

Provided are a method for establishing a radio resource control (RRC) connection for a cell of a terminal and a terminal using the method. The method determines the number of times of failure in RRC connection establishment for the cell and applies a first access class barring (ACB) parameter or a second ACB parameter on the basis of the number of times of the failure, wherein the second ACB parameter is a parameter which increases an access blocking probability for the cell in comparison with the first ACB parameter.
