Abstract: The present disclosure provides a retransmission activating/deactivating method, a base station, a user equipment and a device. The method includes: determining a correspondence relationship between a bearer which is allowed for retransmission under the first base station and a bit of a preset field of media access control (MAC) control element (CE) of the first base station for activating/deactivating retransmission; where the preset field is used to indicate activation/deactivation retransmission of the bearer which is allowed for retransmission; and, when determining to activate/deactivate retransmission of the bearer which is allowed for retransmission under the first base station, populating, by the first base station, the bit, which is in the preset field of the MAC CE for activating/deactivating retransmission and corresponding to the bearer, thereby generating the MAC CE for activating/deactivating retransmission, and transmitting to the UE the generated MAC CE for activating/deactivating retransmission.

By means of the present invention, a terminal enters an inactive state from a connected state, and thus the terminal can perform rapid data transmission while saving power.

Abstract: Disclosed are a beam failure recovery method, device, and apparatus, comprising: a terminal determining that performing beam failure recovery is required; and the terminal initiating random access to perform the beam failure recovery on a selected bandwidth part, and the bandwidth part is not changed in the random access process. By adopting the present disclosure, a terminal configuring each bandwidth part will not cause a disorderly beam failure recovery process. The terminal can select an appropriate bandwidth part and a synchronization signal block or channel state information reference signal thereon to initiate the beam failure recovery process. The disclosure achieves fast beam recovery while minimizing impact on data transmission. Further, a base station is also for determining how the terminal performs the beam failure recovery, to make a timely response, to ensure effective transmission of data without wasting random access resources.

Abstract: Embodiments of the present application relate to the technical field of wireless communications, and in particular, to a method, a device and a system for transmitting a data packet, which are used to resolve the problem existing in the prior art that an LTE network structure causes a signaling burden on a backhaul between a radio access network and a core network and causes a transmission delay on the backhaul. In the embodiments of the present application, a control point sends a data packet that is from at least one base station to an access network gateway or a core network gateway; and a data packet that is from the access network gateway or the core network gateway is sent to the at least one base station, the control point being a connection control point of a terminal and a mobility control point of the terminal. In the embodiments of the present invention, a control plane signaling process of a core network of a new network architecture is greatly simplified; therefore, the control delay and traffic pressure on a Backhaul between an access network and a core network are reduced. Under the control of a control point, a transmission mode is flexibly selected at an access network side, so that requirements of different services on aspects of the delay and reliability can be met.
