    摘要: An image encoding device includes: a first encoding unit for calculating a generated code amount when encoding image data using a fixed quantizing parameter, and block distinction regarding whether a macro block is a block for performing temporal prediction or block for performing spatial prediction regarding a picture for predicting a temporal direction; a code amount control unit for setting the offset amount of a quantizing parameter so as to have great code amount to be assigned to a picture including many images to be referenced according to a percentage between the block for temporal prediction, and the block for spatial prediction based on the results of the block distinction, and determining a quantizing parameter based on the generated code amount calculated at the first encoding unit; and a second encoding unit for encoding the image data using the offset quantizing parameter for realizing a target generated code amount.

The method includes performing a decoding process for a first decoding interval that includes a first editing point set to the first compressed image data to produce a first non-compressed image signal. A re-encoding process re-encodes an interval of a third non-compressed image signal and the first and second non-compressed image signals are spliced at the first and second editing points to produce third compressed image data.

    摘要: An information processing apparatus for encoding a baseband signal, the information processing apparatus includes: a data splitting block; an encoder; a control block; and a splicing block. The data splitting block is configured to acquire the baseband signal before splitting it into predetermined encoding sections. The encoder is configured to generate encoded streams by parallelly encoding a continuous plurality of the encoding sections acquired by the data splitting block from the baseband signal. The control block is configured to control the encoder to perform the parallel encoding in a manner subject to predetermined constraints. The splicing block is configured to splice the encoded streams generated by the encoder.

    摘要: An information processing apparatus and method is disclosed by which an encoder having no reference picture inputting function can be used to edit compressed image data of the Open GOP structure. First and second non-compressed image signals each obtained by decoding a predetermined section including an editing point set to compressed image data are joined at the editing points to produce a third signal. The third signal is re-encoded to produce re-encoded image data using, as reference pictures to be used to re-encode B pictures at the top and the last of the third signal, data obtained by re-encoding the third signal corresponding to each of the reference pictures as an I or P picture and decoding the re-encoded I or P picture in the inside of the encoder.
