A mobile communication system according to the present invention is a mobile communication system that supports a D2D (Device-to-Device) proximity service in which direct communication not passing through a network is enabled, and comprises: a first user terminal configured to transmit notification information for notifying presence of first D2D communication data scheduled to be directly transmitted to another user terminal. The first user terminal is further configured to transmit, after transmitting the notification information, control information indicating a location of a data resource used for transmitting the first D2D communication data.

A communication control method according to a first aspect is a method in a mobile communication system for supporting dual connectivity communication using a master base station for establishing RRC connection with a user terminal and a secondary base station for providing additional radio resources to the user terminal. The communication control method comprises: an inter-master base station handover procedure for performing handover of the user terminal from a source master base station to a target master base station without changing the secondary base station.

A communication control method for performing an offload from a cellular RAN to a wireless LAN, includes a step of performing, by a user terminal, a network selection operation to select an appropriate access network with which a traffic of the user terminal is exchanged, from the cellular RAN and the wireless LAN on the basis of determination parameters. The determination parameters comprises at least one of: a cellular network status that is a network status concerning the cellular RAN; a wireless LAN network status that is a network status concerning the wireless LAN; a cellular radio link status that is a radio link status between the cellular RAN and the user terminal; and a wireless LAN radio link status that is a radio link status between the wireless LAN and the user terminal.

UE 100 transmits and receives traffic to and from eNB 200 in a cellular communication system capable of cooperating with a WLAN system. The UE 100 determines, on the basis of a determination parameter related to a situation of the UE 1001, whether or not an offload in which the traffic is transitioned to the WLAN system should be performed, when the UE 100 is selected as a target terminal subject to the offload. The UE 100 transmits, to the eNB 200, a rejection notification that related to rejection to the offload when the UE 100 determines that the offload should not be performed.

A communication control method according to the present embodiment is used in a mobile communication system that supports a D2D proximity service. The communication control method comprises: an operation step of performing an operation for energy saving by a base station managing a cell in which a fixed-type user terminal, whose movement is restricted, exists; and a switching step of switching an operation mode from a normal mode to a power saving mode, by the user terminal, so that power consumption of an operation in the D2D proximity service is reduced, when the base station performs the operation for energy saving.

A UE 100 receives the broadcast control signal and the dedicated control signal. The broadcast control signal includes a plurality of D2D resource information. Each of the plurality of D2D resource information indicates a radio resource available for the D2D communication. The dedicated control signal includes instruction information for instructing a use of a radio resource indicated by specific D2D resource information, out of the plurality of D2D resource information.
