An overvoltage suppression device which suppresses overvoltage that occurs when breakers which turn on/off the connection between a power source bus and a power transmission line, are turned on after the breakers are turned off. The overvoltage suppression device measures the waveform of voltage on the side of the power source and the voltage on the side of the power transmission line, and extracts the waveform of a component in a predetermined frequency band on the basis of the waveform obtained by multiplying the wave shape of the voltage on the side of the power source by the waveform of the voltage on the side of the power transmission line. The breakers are turned on on the basis of a cycle wherein the waveform is peaked.

In the method, by integrating phase voltages or line-to-line voltages on the primary side or the secondary side or the tertiary side when three-phase AC voltages are applied in a steady state to the transformer 300, steady-state magnetic flux 4, 5, 6 for each phase of the transformer is calculated, and the polarity and magnitude of the residual magnetic flux 7, 8, 9 of each phase of the transformer after the circuit breaker 200 shuts off the transformer are calculated, and the three-phase circuit breaker is caused to close simultaneously in a region 13 in which three phases overlap, each of the three phases having the polarity of the steady-state magnetic flux 4, 5, 6 equal to the polarity of the residual magnetic flux 7, 8, 9 for each phase of the transformer.

A semiconductor device includes a patterned conductive layer on which an initial dielectric film is deposited by a non-etching deposition process. A second dielectric film is then deposited on the initial dielectric film by high-density plasma chemical vapor deposition (HDP CVD). The HDP CVD process etches the second dielectric film as it is being deposited, thereby smoothing the surface of the second dielectric film. The initial dielectric film insulates the patterned conductive layer from the plasma used in the HDP CVD process, so that plasma charge is not conducted to underlying oxide films, such as gate oxide films, and does not cause oxide damage.
