    Abstract: Provided are methods and apparatuses for encoding and decoding an image. The method of encoding includes: determining a maximum size of a buffer to decode each image frame by a decoder, a number of image frames to be reordered, and latency information of an image frame having a largest difference between an encoding order and a display order from among image frames that form an image sequence, based on an encoding order the image frames that form the image sequence, an encoding order of reference frames referred to by the image frames, a display order of the image frames, and a display order of the reference frames; and adding, to a mandatory sequence parameter set, a first syntax indicating the maximum size of the buffer, a second syntax indicating the number of image frames to be reordered, and a third syntax indicating the latency information.

    Abstract: Provided are scalable video encoding and decoding methods and apparatuses for compensating for inter-layer prediction errors between different layer images by using sample adaptive offsets (SAOs). The scalable video decoding method includes: obtaining inter-layer SAO use information indicating whether to compensate for prediction errors according to inter-layer prediction between a base layer reconstructed image and an enhancement layer prediction image, and SAO parameters indicating a SAO type of the enhancement layer prediction image and an offset, from a received enhancement layer stream; determining the SAO type of the enhancement layer prediction image and offsets corresponding to the prediction errors classified according to categories, from the obtained SAO parameters; and generating an enhancement layer reconstructed image by using the enhancement layer prediction image compensated by the determined offsets by determining a category of a current sample for each pixel location of the enhancement layer prediction image.

    Abstract: Provided are methods of encoding and decoding multilayer video. The multilayer video encoding method includes: encoding an image sequence of each of a plurality of layers constituting multilayer video by using inter layer prediction; determining a reference layer referred to by the image sequence of each layer based on a result of the encoding; adding reference layer information of each layer to a first data unit comprising information commonly applied to the image sequence included in the multilayer video; andwhen a reference layer referred to by the image sequence of each layer is changed at a predetermined point, adding change information of the reference layer to a second data unit.
