Next, if the difference between the strength B of the second pilot signal and the strength A of the first pilot signal is greater than the sum of the handoff threshold value C and the correction value D, the idle handoff is started. Through this, idle handoff to neighbor base stations delivering the same multicast content is facilitated and idle handoff to other base stations is made difficult.

The access-failure information includes any one of, or the combination of information on access failure such as access-system type, access time information, access location information, access failure reason, number of access failures, etc. Since an access cellular system is selected on the basis of the stored access-failure information, even when a current cellular system which the mobile station has acquired and a cellular system which the mobile station tries to access differ, it is possible to shorten re-acquisition time and to reduce power consumption.

Next, the controller initializes the wireless LAN communicating unit, and, according to results of the identification, causes the wireless LAN communicating unit to enter standby state or sleep state. When an application which using a wireless communicating unit in sleep state is launched, the controller causes that wireless communicating unit to enter standby state from sleep state.
