Abstract: A method includes identifying, within a message, first data comprising a priority section and second data comprising a non-priority section. A priority message is generated that includes the first data. The priority message is transmitted using a priority radio access technology (RAT). Abstract: Control of Applications when Third Party Servers encounter difficulties (CATS) is discussed. An example network server that facilitates CATS comprises a processor and a transmitter circuit. The processor is configured to determine a status associated with a third party server and a network load level of a network associated with the network server, select a CATS level that defines one or more restrictions on network traffic associated with the third party server for the third party server based on the third party server status and the network load level, and implement the one or more restrictions on network traffic toward the third party server. The interface is configured to transmit an indicator of the CATS level for the third party server.

A first non-IP D2D PDCP-encapsulated communication can be a negotiated non-IP D2D PDCP-encapsulated communication. A second non-IP D2D PDCP-encapsulated communication can be a non-negotiated non-IP D2D communication. The non-negotiated non-IP D2D PDCP-encapsulated communication can include a common key management server (KMS) version and a distributed KMS version. The encapsulated communication can be used with various protocols, including a PC5 protocol (such as the PC5 Signaling Protocol) and wireless access in vehicular environments (WAVE) protocols.

Abstract: Technology for a network element configured to apply Application Specific Congestion Control for Data Communication (ACDC) in a wireless network is disclosed. The network element can determine to apply ACDC in the wireless network to mitigate overload of the wireless network. The network element can process barring information for one or more ACDC categories for transmission to a user equipment (UE) when ACDC is applied in the wireless network. The barring information can indicate that the UE is prevented from accessing the network for applications associated with the one or more ACDC categories when ACDC is applied in the wireless network.
