Embodiments of wireless communication devices and method for discontinuous reception (DRX) mode in RRC_IDLE state of wireless communication are generally described herein. Some of these embodiments describe a wireless communication device having processing circuitry arranged to determine to use an extended paging discontinuous reception (DRX) value to increase a paging cycle length. The wireless communication device may transmit a non-access stratum (NAS) message to the network, indicating that the wireless communication device desires to use the extended paging DRX value. The wireless communication device may receive a message from the network that includes an information element (IE) indicating whether the network supports the extended paging DRX value. Other methods and apparatuses are also described.

User Equipment (UE) may skip the Access Class Barring (ACB) procedure for specific services, such as MMTEL voice, MMTEL video, and SMS. In one implementation, NAS layer of a UE may: receive, from an upper layer relative to the NAS layer, a request for a particular service type that is being originated by the UE; receive an indication, from a Radio Resource Control (RRC) layer of the UE, that access to a cell, associated with the UE, is barred; and bypass the indication that access to the cell is barred, when the particular service type matches a predetermined set of service types. The bypassing may include: requesting that the RRC layer establish an RRC connection for the service request, and notifying the RRC layer that the request for the RRC connection corresponds to the particular service type.
Abstract:
Technology for communicating small data between a user equipment (UE) and an evolved node B (eNB) is described. The UE may communicate with the eNB to establish a small data radio bearer (SDRB), wherein the SDRB is used for communicating the small data from the UE to the eNB. The UE may enter a power saving mode according to a power saving configuration. The UE or the eNB may maintain UE context information for the SDRB while the UE is in the power saving mode. The SDRB may be reestablished using the UE context information when the UE awakes from the power saving mode to enable the UE to communicate the small data on the SDRB to the eNB.

Abstract:
Embodiments of an Evolved Node-B (eNB) to support packet-switched (PS) services according to EPS bearers are disclosed herein. The eNB may receive an EPS bearer setup message from an MME for an establishment of an EPS bearer for a PS service between a User Equipment (UE) and a PGW. The EPS bearer setup message may include an attention indicator for the PS service that indicates whether traffic for the PS service is attended or unattended at the UE. The eNB may further transmit traffic packets to and receive traffic packets from the UE 102 as part of the PS service. In addition, the eNB may use the attention indicator as part of congestion control in the network.

A method and system for managing inter-cell interference for a plurality of neighboring wireless communication cells in a wireless network is disclosed. Power data indicative of a received power level for a signal from the base station for any user equipment in an outer region of a cell is determined by a base station for each of a plurality of neighboring cells. Number data indicating at least one of a number and a relative number of user equipments within the outer region of a cell is also determined by each base station from the timing of a signal between the base station and the user equipment. The power data and the number data is transmitted to a central manager, where the power data and the number data for the cells is processed to compute a power level in each of a plurality of sub-bands for transmission by each base station. The computed power level in each sub-band is transmitted back to each base station for the control of the power level transmitted by the base station in each sub-band.

A computing device (308) includes communications circuitry to communicate with a first access network (306) and processing circuitry. The processing circuitry is to perform operations to transmit an authorization request for a vehicle-to-everything (V2X) communication to a V2X application function (312) within a service coordinating entity, the request transmitted from the device via the first access network. V2X configuration parameters are received from the service coordinating entity, via the first access network. The V2X configuration parameters are received in response to the authorization request and based on V2X subscription information received by the V2X application function via a V2X application programming interface (API) within the service coordinating entity. A V2X communication link (340) for the V2X communication is established with a second device (326) based on the V2X configuration parameters, the second device associated with a second access network.
Abstract:
Systems and methods of providing V2X communications are generally described. The multimode UE communicates V2X messages with an eNB. The eNB detects whether the UE is able to receive messages from a nearby DSRC RSU based on measurements received from the UE and reported to the eNB. Based on the measurements, the eNB offloads V2X traffic to the DSRC RSU and triggers the UE to start communicating the V2X services from the DSRC RSU rather than the eNB. The measurements are reported in a BSR or DSRC MAC control element or RRC measurement report. The measurement report includes DSRC presence fields, CCH measurements and SCH measurements for each DSRC RSU that the UE is able to detect.

User Equipment (UE), computer readable medium, and method to determine a mobility of the UE are disclosed. The UE may include circuitry configured to determine a plurality of signals from a serving cell. The each signal of the plurality of signals may be one or more of: a reference signal receive power (RSRP), a reference signal receive quality (RSRQ), a received signal strength indicator (RSSI), a signal-to-noise ratio (SNR), a signal-to-interference-ratio (SIR), a signal-to-interference-plus-noise ratio (SINR), and a CQI. The circuitry may be configured to determine a measure for each of a window size of the plurality of signals. Each measure may be a variance of the plurality of signals, a standard deviation of the plurality of signals, a percent confidence interval (CI) of a mean of the measure, and a linear combination of measures. The circuitry may determine whether the UE is stationary based on one or more measures.
