Disclosed is a technology relating to an inter-layer prediction method for a multi-layer video and a device therefor. The inter-layer prediction method for a multi-layer video comprises the steps of: generating a restored picture in a reference layer through the predictive coding of the reference layer; determining when there is a restored picture in the reference layer for the time corresponding to a current picture in an enhancement layer, for the coding or decoding of the current picture in the enhancement layer; and performing inter-layer prediction by referencing a picture in the enhancement layer or a restored picture in the reference layer. Accordingly, in light of the coding or decoding of the enhancement layer, effective inter-layer prediction can be performed by adaptively using a picture in the enhancement layer or a picture in the reference layer, in case there is no restored picture from the same view in the reference layer.

The method and apparatus for encoding/decoding a quantization parameter based on a quadtree structure may effectively present block information having a quantization parameter differential value based on segmentation information of a CU, and may perform an adaptive prediction of a quantization parameter value using the context information of the neighboring CU such as a block size, block segmentation, quantization parameter value, and the like.
