    Abstract: A system having tunable performance includes: a plurality of units, wherein at least one unit includes a hardware circuit; at least one global/local busy level detector including a global busy level detector, wherein the global busy level detector is arranged to detect an entire global busy level of the plurality of units; at least one local busy level detector, wherein each local busy level detector is arranged to detect a local busy level of at least one portion of the units; and a global/local system performance manager arranged to tune the performance of the system according to the entire global busy level and the at least one local busy level, wherein a weight of the at least one local busy level is higher than that of the entire global busy level. An associated method is also provided.
