A method, an apparatus, and a computer program product for wireless communication are provided. The apparatus initiates a call attempt in an internet protocol multimedia subsystem (IMS) based on a dialed number, the dialed number including an emergency number. The apparatus receives a session initiation protocol (SIP) message in response to the call attempt. The apparatus determines in response to the SIP message whether to retry the call attempt as a normal call in a circuit-switched (CS) domain for an operator or as an emergency call in the CS domain for the operator. In an aspect, the determining is based at least in part on either an indication in the SIP message or on a characteristic of the operator.

Some aspects described herein relate to determining to fallback from a first radio access technology (RAT) to a second RAT to perform an emergency call, and deprioritizing, based on the determining to fallback, access to the first RAT to continue to use the second RAT for at least a period of time after the emergency call.

Various embodiments may include methods and systems for avoiding connecting an illegitimate call within a telecommunications network. Various embodiments may include receiving, from a telecommunications network, an incoming call initiating message notifying the first wireless device of an incoming call, in which the incoming call initiating message includes caller information. Some embodiments may further include transmitting a provisional response message including callee information of the first wireless device in response to receiving the incoming call initiating message, transmitting a request message to a second wireless device based on the caller information and the callee information, determining whether the second wireless device initiated the incoming call based on a response message from the second wireless device, if received, in response to the request message, and taking an action to prevent connection of the incoming call in response to determining that the second wireless device did not initiate the incoming call.

Certain aspects of the present disclosure relate to techniques for increasing the emergency call success rate by reducing the number of retries in a same domain. According to one aspect, a multi-mode user equipment may measure a first time period upon a first attempt of establishing an emergency call in a first RAT network. The UE may use a configurable parameter to determine a number of times that the UE may retry the emergency call in the first RAT network after expiration of the first time period without establishing the emergency call or after a failed attempt of the emergency call during the first time period. The UE may switch to a second RAT network if the UE fails in establishing the emergency call in the first RAT network after retrying the determined number of times.

Techniques described provide for transferring calls between a first user equipment (UE) and a second UE. One implementation may include receiving a request to transfer a call, which has been established between the first UE and a third party device, to be between a second UE and the third party device. Location information for the first and second UEs may be received. A determination may be made to determine whether the first and second UE are in proximity to each other. In the event that a determination is made that the first and second UE are in proximity to each other, the established call may be transferred from the first UE to the second UE. Methods and apparatuses for serving cell management of a user equipment (UE) are presented. Particularly, methods and apparatuses are presented for suppressing a serving cell change based on a speed of the UE. For instance, an example method is presented for serving cell management that may include determining that a serving cell change condition exists for an initiation of a serving cell change for the UE, wherein the serving cell change comprises changing a serving cell of the UE from a macro cell to a low power cell. In addition, the example method may include obtaining a speed of the UE and suppressing the initiation of the serving cell change based on the speed of the UE.

Methods, systems, apparatuses and devices are described for managing a call during radio link failure. In one embodiment, radio link failure over a radio access technology may be detected during or after a call setup procedure. A public land mobile network and an equivalent public land mobile network may be selected. An initial search for cells of the radio access technology may be performed over the selected public land mobile network and the equivalent public land mobile network. The initial search may be performed once or twice based on a configurable parameter.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, while the UE is in an active session using a first radio access technology (RAT) associated with a first subscription of the UE, a call request via the first RAT, wherein the call request is associated with a second subscription of the UE. The UE may determine that the call request is received from a serving cell that is associated with fallback from the first RAT to a second RAT for calls. The UE may reject the call request or transition the second subscription to a third RAT based at least in part on the determination that the call request is received via the serving cell that is associated with fallback from the first RAT to the second RAT for calls.
