In identifying the first cell, a cell supporting an evolved-universal terrestrial radio access (E-UTRA) new radio (NR)-dual connectivity (DC) (EN-DC) is preferred over a cell not supporting the EN-DC. The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as long term evolution (LTE). Embodiments herein provide a method for providing voice call and data service simultaneously on plurality of SIM in EN-DC capable UE. The method includes registering a first SIM to a first network in a DCNR supported mode using a T1 and registering a second SIM to a second network in the DCNR not supported mode using a T2. The method also includes determining a 4G bearer is established on the T1 and a 5G bearer is established on the T2 by the first network using the first SIM. Further, the method also includes determining the voice call is being initiated on the second SIM when the data service is active on the first SIM through the T1 and the T2; and configuring the second SIM to provide the voice call over the T2 and the first SIM to provide the data services over the T1.

A method for performing mobility-measurements in new radio (NR) based 3GPP mobile communication network is provided. The method includes receiving network information with respect to a geographical area from one or more user equipments (UEs) operating in geographical area for a predefined duration of time. The received network information is classified at various time-instants during the predefined duration of time as at least one of an NR spectrum availability and NR spectrum non-availability. An overall probability of availability of the NR spectrum within the area is calculated for a time-instant subsequent to the predefined duration of time based on the classified network information. The UE is enabled for scheduling NR measurements within the area based on the calculated probability.

A method for enabling a network selection during change in a location of a user equipment (UE) comprises of performing an emergency camping on a first PLMN during a change in location of the UE from a first network to a second network in a power ON mode, identifying a mobile country code and a mobile network code of the first available network from a system information block (SIB) detected from the first network during the emergency camping, determine whether a registered public land mobile network (RPLMN) of the UE is same as a network area of the first available network by comparing the identified MCC and MNC with information of a PLMN database stored in the UE, and determining at least one PLMN from a plurality of priority PLMNs of the second network from the PLMN database if the RPLMN is different from the network area of the first available network.
