Responsive to the determination of the bandwidth caps, the Unit throttles traffic within at least one of the inner pipes.

The switch includes a plurality of physical ports, a packet-forwarding table, and an application program interface (API) for modifying a packet-forwarding behavior of the switch. The packet-forwarding table determines a packet-traffic distribution across the servers by mapping packet traffic arriving at the switch to the plurality of ports. Each port of the plurality of physical ports is in communication with one of the servers. The network element further includes means for determining in real time the packet-traffic distribution across the servers, and means for dynamically changing the packet-traffic distribution across the servers in response to the determined packet-traffic distribution by modifying the packet-forwarding behavior of the switch through the API of the switch.
