The disclosure presents a composite conduit formwork structure which includes a cylindrical outer casing adapted to bond with a cylindrical inner casing which are maintained at a fixed distance apart by a plurality of radial stanchions. The inner casing and outer casing form an interior void which is filled with concrete during manufacture. The outer casing and inner casing remain in place to protect the structure once completed. A novel method of assembly is also provided whereby radial stanchions are rotated between the outer casing and inner casing. All of the components in a preferred embodiment are formed of a fiberglass material.

The base portion includes a plurality of side-by-side, waffle-shaped sections with openings therethrough. The panels can be cast on-site, cured overnight, and immediately installed in the barrier formation. The panels are installed in a trench and the base portions are encased in concrete; the openings in the base allow the concrete to flow to both sides of the panel. Sensors, including cameras and vibration sensors, may be installed in the base section or in the foundation concrete or on the aboveground portion to detect actions on, over, or under the barrier.

In one aspect of the invention, the plastic film surrounding the foam piece is heat shrunk. In another aspect of the invention, the foam piece defines a block out for use in concrete casting. The assembly may include a wood beam in a groove in the foam piece, which beam can receive nails so that the assembly can be secured to a concrete casting form. The plastic film allows the foam piece to be easily removed from hardened concrete and reused.
