The brake assembly is connected to the retainer main shaft through a plurality of ball bearings. The turbine assembly is mounted over the brake assembly. The locker assembly is connected to the brake assembly through a plurality of cams. The locker assembly is further connected to the turbine assembly through a locker base. The buffer is connected between the brake assembly and the turbine assembly to redistribute an excess pressure exerted on the turbine assembly.
