The binding agent mixture of the present invention contains burned oil shale, cement clinker and lignosulphonate. Thus a fixing agent mixture is created through the present invention which needs no slag-sand while simultaneously the material for retention wall prepared using this binding agent mixture meets all necessary requirements.

The invention concerns a device designed to dispense fluids from a container, air flowing back into the container (1) to equalize the pressure when fluid is dispensed. The dispenser has, located in the region of the air inlet, sterilization or germ-reduction means and, separate from these, disposed along at least part of the fluid outlet, fluid-sterilization or germ-reduction means. This makes it possible for the dispenser to be fitted to existing conventional containers and refill systems and to protect the fluid in the container inexpensively and effectively from contamination, thus making preservatives unnecessary. ABSTRACT OF THE DISCLOSURE A dust is electrostatically charged using an ion-releasing means adapted to release only ionized air with occurrence of a corona discharge, thereby reducing the amount of power consumed and the amount of ozone generated to the utmost. An electric dust collector includes a charging section comprising a discharging electrode and an earthed electrode, a dust-collecting section comprising a voltage-applied electrode and an earthed electrode and an air feed fan. A dust introduced into the dust collector is electrostatically charged by breaking the air insulation by a corona discharge occurring in the charging section to produce ionized air and then removed in the dust-collecting section where an electric field is formed. However, because the corona discharge is generated, there is a problem that the discharged current is large, and the amount of power consumed and the amount of ozone generated are large.
