Certain aspects of the present disclosure provide techniques for releasing an RRC connection by a user equipment (UE). A method that may be performed by the UE includes establishing an RRC connection, determining a time duration for a release timer, resetting the release timer, monitoring the RRC connection, and releasing the RRC connection.

Mobility management is described for simultaneous, multiple radio access technology (RAT) user equipments (UEs). When the UE detects a mobility event that would trigger transfer of a communication service from a first RAT to a second RAT, the UE determines whether there is an existing connection to a base station of the second RAT and uses cached measurement information related to this base station to influence or weight how the transfer is performed/handled/managed.

Methods and apparatuses are provided for managing a list of target frequencies for cell measurement. A set of available target frequencies for performing cell measurements from a serving cell can be received, and at least a subset of the set of available target frequencies can be prioritized based at least in part on a list of a plurality of target frequencies stored in a reselection database for the serving cell. Cell measurements can be performed based at least in part on at least the subset of the set of available target frequencies as prioritized. Additionally, the plurality of target frequencies in the reselection database may correspond to target frequencies to which successful reselection has occurred from the serving cell.

A user equipment (UE) may receive, from a base station, a control message indicating a resource configuration for uplink and downlink transmissions. The UE may determine an uplink buffer threshold for a modem buffer of the UE based on the resource configuration. The UE may transmit, to the base station, a feedback request message requesting that the base station provide feedback for at least one previously transmitted uplink packet based on a comparison of an amount of previously transmitted uplink data and scheduled uplink data stored in the modem buffer relative to the uplink buffer threshold. The UE may receive, based on transmitting the feedback request message, a feedback response message corresponding to a first previously transmitted uplink packet of the at least one previously transmitted uplink packet.

In some aspects, a user equipment (UE) may transmit, via a subscription of the UE to a network node, a UE assistance information (UAI) that indicates a reduction to one uplink multiple-input multiple-output (MIMO) layer for the subscription. The UE may transmit, via the subscription to the network node, an uplink transmission using one uplink MIMO layer on one transmit (Tx) chain of the UE based at least in part on the UAI and a timer associated with the UAI. An apparatus for wireless communication is provided. The apparatus is configured to obtain, based on a first mobile alert associated with a first subscriber identity module (SIM) being scheduled for broadcast from a first network, an indication of receiver resources assigned for receiving the first mobile alert associated with the first SIM. The apparatus is further configured to refrain, based at least in part on the indication, from receiving a second mobile alert associated with a second SIM scheduled for broadcast from a second network. The first mobile alert and the second mobile alert may be associated with messages from at least one of a CMAS or an ETWS.
