There is provided a method for managing the downloading and display of a video program using a mobile device in an networking environment that includes a first radio access network and a second radio access network that has a faster transfer rate than the first network. A layer of video program that has been encoded into multiple layers is downloaded via the first or second network. The downloaded video program is displayed at a playback rate that corresponds to a display quality. Excess portion of the downloaded video program that result when a rate at which the video program is displayed are buffered. The number of layers being downloaded and the playback rate at which the video program is displayed are increased to increase the display quality, when the buffered excess portions exceeds a threshold level.

The selectively permeable membrane is impermeable to immune system components associated with immune rejection in an animal. A system for transferring content includes a wireless local area network (WLAN) and a network module provided within the WLAN or a cellular network to alert users of available content in the WLAN and handle user requests made for content when a user has access to the cellular network. The network module, which may comprise an interworking function, delivers the content to the user through the WLAN when the user is present in a coverage area of the WLAN. The invention allows a user to view the programs available for download and request a specific program using a relatively low speed network, such as a cellular network, and download the program through a high speed network, such as a WLAN.

Nitroxide mediated free radical polymerization of vaporized vinyl monomers, including acrylic acid (AAc), styrene (St), N-2-(hydroxypropyl)methacrylamide (HPMA) and N-isopropyl acrylamide (NIPAAm), on silicon wafers is demonstrated. FTIR, ellipsometry and contact angle goniometry were used to characterize the chemical structures, thickness and hydrophilicity of the films. The growth of film is linearly proportional to its reaction time, leading to the easy and exact control of polymer film thickness from nanometers to submicrons. The capability of polymerizing various monomers allows us to fabricate various functional polymer brushes. The reversible thermo-responsiveness of a 200 nm thick grafted poly(NIPAAm) film in aqueous solution is demonstrated with over 50% change in thickness at its lower critical solution temperature. A tri-block copolymer of poly(AAc)-b-polySt-b-poly(HPMA) is successfully synthesized, proving the renewability of TEMPO-mediated polymerization at vapor phase. Surface polymer composition and morphology is thus controlled at nanoscale by utilizing vapor phase surface-initiated controlled polymerization.
