A method and apparatus for receiving extended access barring (EAB) parameters in a wireless communication system is provided. A user equipment (UE) receives an EAB parameter, and receives an EAB parameter modification. The received EAB parameter is invalidated upon receiving the EAB parameter modification. The UE also waits for applying EAB until modified EAB parameter is received, and receives the modified EAB parameter.

A method for transmitting a power headroom report (PHR) from a terminal according to an embodiment of the present invention may include determining whether a time alignment timer (TAT) for a serving cell is operating; and transmitting, to a base station, a PHR including only the PHR on the serving cell in which the TAT is operating.

Provided is a load-based method for moving carried out by a terminal in a wireless communication system. The method comprises obtaining a load level of a serving network and/or a neighboring network, scaling a mobility parameter by applying a scaling factor according to the load level of the serving network and/or a scaling factor according to the load level of the neighboring network, and performing a mobility evaluation of the serving network and the neighboring network based on the scaled mobility parameter.

The method comprises: obtaining service-specific access control information; obtaining service group access control information; and controlling access to a specific type of service based on the service group access control information and the service-specific access control information. The service-specific access control information includes a service-specific barring factor parameter which is applied to the specific type of service. The service group access control information includes a service group barring factor parameter which is commonly applied to specific service groups that include at least one type of service.
