The present invention relates generally to the processing of fluids and/or their carriers. Carriers may comprise pipes, tubes and the like or reservoirs for the distribution and/or storage of fluids. In one form, the present invention relates to a method and apparatus that is suitable for use in the treatment of various fluids, such as water, by introducing at least one chemically active metal into the water and its carriers for disinfection of the water in a controlled manner. The invention also relates to a biasing means for displacement of an electrode arrangement to allow for the introduction of ions into a fluid at a controlled or easily monitored rate that is commensurate with the amount of fluid flow.

Methods and apparatus for complex treatment of contaminated liquids are provided, by which contaminants are extracted from the liquid. The substances to be extracted may be metallic, non-metallic, organic, inorganic, dissolved, or in suspension. The treatment apparatus includes at least one mechanical filter used to filter the liquid solution, a separator device used to remove organic impurities and oils from the mechanically filtered liquid, and an electroextraction device that removes heavy metals from the separated liquid. After treatment within the treatment apparatus, metal ion concentrations within the liquid may be reduced to their residual values of less than 0.1 milligrams per liter. A Method of complex treatment of a contaminated liquid includes using the separator device to remove inorganic and non-conductive substances prior to electroextraction of metals to maximize the effectiveness of the treatment and provide a reusable liquid.

An electrolyzed water generating and spraying device that allows generating electrolyzed water in a short time, and allows spraying non-deteriorated electrolyzed water immediately after being generated. The electrolyzed water generating and spraying device has a container, and housed therein, an electrolytic cell to generate electrolyzed water through electrolysis of an electrolytic solution by an electrode, a manual spray pump to manually spray the electrolyzed water generated in the electrolytic cell, and a power supply to energize the electrode. A tank to store the electrolytic solution and the electrolytic cell are provided independently in the container, such that the electrolytic cell is disposed below the tank, and the tank and the electrolytic cell communicate with each other via a communicating passage. Part of at least the electrolytic cell in the container is transparent. Also, the volume of the electrolytic cell is set to be smaller than the volume of the tank.

The invention features a flow-through capacitor system that achieves enhanced power efficiency by sequential control and actuation of at least two or more flow-through capacitor cells within the flow-through capacitor system. Alternatively or in addition, power efficiency is enhanced by integrating the purification stages of the system, for example, by placing more than one cell within a single cell casing. Preferably, integrated stage flow-through capacitors are controlled sequentially.
