    Abstract: Embodiments of the present invention provide a method. When a target base station determines that the UE needs to be handed over from a source base station to a target base station and needs to perform a handover between a unicast bearer and a multicast/multicast bearer; because a progress of sending a data packet by using a target bearer may be slower than a progress of sending a data packet by using an original bearer, the target base station receives a data packet sent by using the original bearer and a data packet sent by using the target bearer, and when it is determined that a progress of receiving the data packet is faster than or equal to a progress of receiving the data packet by the target base station by using the target bearer, the target base station hands over the UE to the target bearer.

In a scenario of an ultra-large coverage cell, the method includes: receiving a random access (RA) preamble sent by user equipment (UE); setting a timing advance TA and an R-bit identifier that are of the ultra-large coverage cell, where the R-bit identifier is used to indicate a time granularity of the timing advance TA or is used to indicate a value range of the timing advance TA; and sending a random access (RA) response message to the UE, where the RA response message includes the timing advance TA and the R-bit identifier, and the ultra-large coverage cell is a cell with a coverage distance greater than 107 Km. Therefore, uplink time and downlink time are aligned when uplink signals sent by UEs in different positions in a cell arrive at a base station.

    Abstract: A cell handover method and a device are provided, so that a target eNB uses a current serving small node as a user plane serving node after a UE is handed over. The UE and uses the target eNB as a control plane serving node after the handover. The method includes receiving a handover request acknowledgment sent by the target eNB; and sending offloading configuration information of the current serving small node to the current serving small node, and sending RRC reconfiguration information of the UE to the UE, so that offloading configuration is performed separately by the current serving small node and the UE. According to the application, a problem that in a cell handover process, a transmission resource required for transmission increases and a delay is relatively great is avoided, because the current serving small node forwards a large amount of data to the target eNB.

    Abstract: The present disclosure provides a data processing method, a node, a structure, and an apparatus. The method includes: receiving, by an aggregation node, a first non-access stratum message sent by user equipment (UE), where the aggregation node includes at least two types of interfaces, and each type of interface is used to receive a first non-access stratum message of one radio access technology (RAT) type; converting, by the aggregation node, the first non-access stratum message into a non-access stratum message in a first format based on a RAT type of the first non-access stratum message, where the first format is a non-access stratum message transmission format supported between the aggregation node and a core-network control plane entity; and sending, by the aggregation node, the non-access stratum message in the first format to the core-network control plane entity. A sink design of the aggregation node saves sending and receiving resources of a core network and improves packet forwarding efficiency.
