A constrained variable rate coding technique limits the number of bits used in an encoding process. A quality setting indicates a maximum level of quality to be used in the encoding process which limits the number of bits used in the encoding process. A bandwidth reclamation factor which indicates an amount of bandwidth to conserve may also be used with the quality setting. The constrained variable rate coding technique using a lower quality encoding process for less complex video data and a higher quality encoding technique for higher quality video data.

An exemplary embodiment of the invention relates to a method of using pattern vectors for image coding and decoding. The method comprises converting a block of image data into a set of transform coefficients, quantizing the transform coefficients such that a number of the coefficients become zero, constructing a single entity or bit vector indicating which coefficients are non-zero, coding the single entity or bit vector as an integer using an adaptive, semi-adaptive or non-adaptive arithmetic coder, coding the values of the coefficients in any fixed order, using an adaptive, semi-adaptive or non-adaptive arithmetic coder, or some other coder, and coding all coefficients except the zero coefficients. The system and method of decoding data relate to the corresponding hardware and process steps performed by the decoder when decoding a bitstream coded as described herein.

In a block-based motion compensated system, coding noises may arise due to lossy operations such as quantization. Deblocking is often used to alleviate visibility of coding artifacts by applying filtering across block boundaries adaptively. In the recent HEVC development, adaptive loop filtering (ALF) is being adopted to process deblocked reconstruction frames. Adaptive loop filtering is applied to reconstructed video data across multiple frames to reduce visibility of coding artifacts in the temporal domain. In a HEVC system, conventional ALF can be selectively turned ON or OFF for each block in a frame or a slice. The advanced ALF disclosed here allows a choice of multiple filter sets that can be applied to the reconstructed video data adaptively. Furthermore, the advanced ALF adopts a new unit for the filtering process to apply so that more flexible and/or localized processing can be provided. Furthermore, the advanced ALF allows a decoder to derive respective information for applying the filtering process without side information.

One method includes receiving uncompressed three-dimensional (3D) video including a left view video and a right view video. The method further includes encoding the left view video and the right view video into a base view video and an enhancement view video. One or more pictures in the base view video that are not used to predict corresponding pictures in the enhancement view video are dropped based on available memory resources. The method further includes generating residual view video by subtracting base view pictures from corresponding enhancement view pictures, and multiplexing the base view video and the generated residual view video into a single transport stream.

The method involves the steps of: configuring the media decoder using an initial decoder configuration; receiving decoder configuration information of a respective media package; identifying one or more differences between the received decoder configuration information and the initial decoder configuration; deriving, from the received decoder configuration information, an updated decoder configuration in accordance with a set of predefined rules; and decoding the one or more media samples of the respective media package in accordance with the updated decoder configuration. A media decoder may be configured to perform the decoding method, and to a media player having such a media decoder.
