Abstract: Inter-cell mobility may include decoding a first radio resource control (RRC) reconfiguration message received from a first cell. The first RRC reconfiguration message may comprise a first portion of configuration information for performing a cell change to a second cell. A cell change message received from the first cell may be decoded. The cell change message may indicate that a cell change to the second cell is to be performed. A cell change acknowledgment may be encoded for transmission to the second cell. A second RRC reconfiguration message received from the second cell may be decoded. The second RRC reconfiguration message may comprise a second portion of configuration information for performing the cell change to the second cell. The second portion of configuration information may comprise a remaining portion of configuration information to perform the cell change to the second cell.

Abstract: Systems and methods for analyzing a validity of an early measurement report (EMR) measurement result are described herein. A base station may configure a threshold value for EMR result validity and receive, from a user equipment (UE), a first measurement value corresponding to a first time at or before expiration of a timer associated with idle mode or inactive mode measurements. The base station receives, from the UE, a second measurement value corresponding to a second time when a radio resource control (RRC) connection setup or resume procedure starts. The base station then determines, based on a comparison of the threshold value to a difference between the first measurement value and the second measurement value, whether the EMR result is valid.

Abstract: Techniques discussed herein can facilitate back-off mechanisms for inter-cell mobility. One example aspect is a baseband processor configured to: receive a unified transmission configuration indicator (TCI) from a first serving cell where the unified TCI is associated with a second serving cell; in response to receiving the unified TCI, transmit an ACK message to the first serving cell; communicate with the second serving cell; configure a time window subsequent to transmission of the ACK message; and perform a fallback operation when a dedicated signaling from the second serving cell is not received within the time window.

Abstract: Systems and methods for determining a timing of a random access channel (RACH) occasion (RO) used to transmit a contention free random access (CFRA) preamble triggered by the receipt of a physical downlink control channel (PDCCH) order in a PDCCH are disclosed herein. A user equipment (UE) receives the PDCCH order and determines a timing offset value between the RO and a signal (e.g., a synchronization signal block (SSB), the PDCCH, a reference signal, etc.) to be used as a timing source. The UE also determines the arrival time of the signal to be used at the timing source. The UE then determines a time of the RO (during which the CFRA preamble will be transmitted) according to the arrival time and the timing offset value. Timing advance (TA) value(s) may also be accounted for as part of such a determination.
