    摘要: In a picture information encoding apparatus that outputs picture compression information according to a picture encoding system such as MPEG4/AVC, when it is determined whether the mode of a predetermined block is a skip mode or a spatial direct mode, moving vector information and so forth for all of predetermined adjacent blocks needs to have been computed. However, when each block is processed in parallel to speed up the entire processes, moving vector information and so forth of the predetermined adjacent blocks may not be always obtained. In this case, moving vector information and so forth of neighbor blocks instead of adjacent blocks are pseudo-used to determine the mode of the block without need to wait until moving vector information and so forth of adjacent blocks have been computed.

    摘要: The invention provides a motion vector conversion method by which the coding efficiency in image coding of MPEG4 in an image information conversion method can be further augmented. In the motion vector conversion method for an image information conversion method, every other one of P frames of a bit stream of MPEG2 is dropped to produce a bit stream of MPEG4 of a reduced frame rate and a low bit rate. Also for motion vector modification, information of each of macro blocks and between blocks in the inputted bit stream representative of image compression information of MPEG2 is stored in advance, and motion vectors of a P frame immediately preceding to each P frame to be dropped are duplicated based on the stored information. Then, the duplicated motion vectors are extended to twice in the temporal direction to produce motion vectors of MPEG4 converted from an intra-frame of MPEG2.

    摘要: A normalized activity calculating unit calculates a normalized activity that is calculated from luminescence component pixel values of an original image on the basis of information from an information buffer, such as bit rate, an amount of bits generated in each frame, and an amount of bits generated and a quantization step size in each macroblock. The normalized activity calculating unit then outputs the normalized activity to a code amount control unit. The code amount control unit calculates a quantization scale code corresponding to a target bit rate, which quantization scale code matches visual characteristics, using the normalized activity inputted from the normalized activity calculating unit, and then outputs the quantization scale code to a quantizing unit. The quantizing unit quantizes discrete cosine transform coefficients inputted from a band limiting unit on the basis of the quantization scale code inputted to the quantizing unit.

In the motion vector conversion method for an image information conversion method wherein a bit stream representative of interlaced scanned image compression information of MPEG2 is inputted and a bit stream representative of progressively scanned image compression information of MPEG4 is outputted, 16×16 motion vectors of MPEG2 of the inputted bit stream representative of image compression information of MPEG2 are accepted successively, and 8×8 motion vectors of MPEG4 and 16×16 motion vectors of MPEG4 are produced successively based on the 16×16 motion vectors of MPEG2. Every other one of I frames and P frames of the bit stream of MPEG2 is dropped to produce a bit stream of MPEG4 of a reduced frame rate and a low bit rate.
