    摘要: A motion vector predictive encoding method, a motion vector decoding method, a predictive encoding apparatus, a decoding apparatuses, and storage media storing motion vector predictive encoding and decoding programs are provided, thereby reducing the amount of generated code with respect to the motion vector, and improving the efficiency of the motion-vector prediction. If the motion-compensating mode of the target small block to be encoded is the global motion compensation, the encoding mode of an already-encoded small block is the interframe coding mode, and the motion-compensating mode of the already-encoded small block is the global motion compensation, then the motion vector of the translational motion model is determined for each pixel of the already-encoded small block, based on the global motion vector (steps S1–S5). Next, the representative motion vector is calculated as the predicted vector, based on the motion vector of each pixel of the already-encoded small block (step S6). Finally, the prediction error is calculated for each component of the motion vector and each prediction error is encoded (steps S7 and S8).

    摘要: An object of the present invention is to provide a method for conducting electric activation of an electric double layer capacitor, the method making it possible to increase the electrostatic capacitance and to decrease the internal resistance. The method is for conducting electric activation of an electric double layer capacitor in which nonporous carbonaceous electrodes containing graphite-like fine crystalline carbon are soaked in an organic electrolytic solution. The method at least comprises: charging the electric double layer capacitor at a constant current until the interelectrode voltage reaches a predetermined voltage which is not lower than the electrostatic capacitance developing voltage but lower than the rated voltage; conducting constant voltage charging for a predetermined time during which ions of solutes in the organic electrolytic solution are conceived to be adsorbed uniformly on the surface of the fine crystalline carbon at that predetermined voltage.

    摘要: The object of this invention is to offer an information mediating system which can mediate the specific information out of the received information from an information provider. The specific information is information which fulfills the objective specification. This system charges a service fee to the information beneficiary, and pays a compensation to the information provider. The service fee and the compensation are offset for each terminal. The information beneficiary and provider are selected each time according to the objective specification. An information mediating system provided with a plurality of terminals which have both information sending and receiving functions, or either an information sending or a receiving function through a network, and provided with an information mediator which has an information mediating function to mediate an received information through the network. The information mediating function comprises 1) a grouping function to select an information provider and an information beneficiary out of the plurality of terminals according to an objective specification to specify a specific information to be obtained; and 2) a data transmission function to transmit the specific information obtained from the selected information provider, which fulfills the objective specification, to the selected information beneficiary through the network.
