The actuator is constituted by a housing; a shaft supported in the housing to be axially rotatable and has an output part to produce an output; a plate-shape oscillating arm that is fixedly supported to a shaft and has a swing surface perpendicular to the axis of the shaft, the oscillating arm performing a swing in a predetermine rotation angle range; two permanent magnets arranged along a swing direction of the oscillating arm and have pole faces different from each other on the swing surface; two magnet coils opposingly arranged to respectively face the permanent magnets; and a pair of interpoles arranged around a periphery of each of the magnet coils to opposingly sandwich one of the permanent magnets arranged side by side.

In ST203, it is determined whether the number (K) of allocations to the one cell is odd or even. If K is even, in ST204-ST206, sequence numbers (r=a and r=N−a), which are not currently allocated, are combined and then allocated. If K is odd, in ST207-ST212, for sequences that cannot be paired, one of sequence numbers (r=a and r=N−a), which are not currently allocated, is allocated.
