The above-mentioned removal is accomplished by pressing the scraper (23) arranged near the conductor roll (5) against the conductor roll (5). The start and the end of the removal can properly be controlled on the basis of a value of potential difference between a reference electrode (21) immersed in the electroplating solution and the conductor roll (5), as measured by means of a potentiometer (25). The scraper (23) return-travels, together with the reference electrode (21), in the axial direction of the conductor roll (5) by the action of a scraper moving mechanism (30).

An iron-zinc alloy electro-galvanized steel sheet having a plurality of iron-zinc alloy coatings, which comprises: at least one iron-zinc alloy coating as the lower layer, formed on the surface of a steel sheet, and at least two iron-zinc alloy coatings as the upper layer, formed on the at least one iron-zinc alloy coating as the lower layer. The ratio of iron content to the coating weight of each of the at least one iron-zinc alloy coating as the lower layer is within the range of from 1 to 15 wt. %, and the total coating weight of the at least one iron-zinc alloy coating as the lower layer is within the range of from 1 to 50 g/m.sup.2 per side of the steel sheet. The ratio of iron content to the coating weight of each of the at least two iron-zinc alloy coatings as the upper layer is over 15 wt. %, the ratio of iron content to the coating weight gradually increases from the innermost coating toward the outermost coating of the at least two iron-zinc alloy coatings as the upper layer, the difference in the ratio or iron content to the coating weight between two adjacent coatings of the at least two iron-zinc alloy coatings as the upper layer is within the range of from 1 to 15 wt. %, and the total coating weight of the at least two iron-zinc alloy coatings as the upper layer is within the range of from 1 to 40 g/m.sup.2 per side of the steel sheet. The difference in the ratio of iron content to the coating weight between the uppermost coating of the at least one iron-zinc alloy coating as the lower layer and the lowermost coating of the at least two iron-zinc alloy coatings as the upper layer is within the range of from 1 to 15 wt. %. The sum of the total coating weight of the at least one iron-zinc alloy coating as the lower layer and the total coating weight of the at least two iron-zinc alloy coatings as the upper layer is within the range of from 10 to 75 wt. % per side of the steel sheet.

According to one embodiment, a measurement system includes a wireless relay device, a moving-object-mounted terminal and a data processor. The wireless relay device forms a wireless area for performing wireless communication. The moving-object-mounted terminal is mounted to a moving object within the wireless area. The moving-object-mounted terminal includes a Global Positioning System (GPS) unit and a wireless unit. The GPS unit acquires positional data of the moving object and time data indicating the time when the positional data has been acquired by GPS. The wireless unit converts the positional data and the time data into a wireless signal, and transmits the wireless signal to the wireless relay device. The data processor receives the wireless signal from the moving-object-mounted terminal via the wireless relay device, and calculates time required for the moving object to move a predetermined distance within the wireless area based on the positional data and the time data.

A pixel-value-generating section (38a) newly generates pixel values for processing from the pixel values extracted by the pixel-value-extracting section (36) corresponding to the motion direction and generates pixel values corresponding to the target pixel based on the pixel values for processing and the specific motion-blur-removing-processing coefficients. It is possible to perform a robust motion-blur-removing processing on any shifts of motion vector.

When a right eye 502 of a human face 504 serving as a tracking point is tracked in a frame n−1 and when a tracking point 501 appears as in a frame n, the tracking point 501 continues to be tracked. When, as in a frame n+1, the right eye 502 serving as the tracking point 501 disappears due to the rotation of the face 504 of an object to be tracked, the tracking point is transferred to a left eye 503, which is a different point of the face 504 serving as the object including the right eye 502. The present invention is applicable to a security camera system.
