In the following chemical formula, R1s each are independently an alkyl group having 8 to 30 carbon atoms, R2s each are independently hydrogen or a methyl group, As each are independently an alkylene group having 2 to 4 carbon atoms or a substituted alkylene group, and ns each are independently an integer from 0 to 200. The surface active agent composition is capable of providing for an emulsion exhibiting excellent mechanical stability and polymerization stability, which in turn is capable of forming a film having sufficiently high adhesion and water resistance.
