Systems and methods of performance management over a life cycle is provided. A measurement job control service producer receives, from an authorized consumer, a request to consume a measurement job control service. The request is analyzed, appropriate action is taken to satisfy the request and a response indicating the request result is generated. A request is to create or terminate a measurement job to collect the performance data for a NF, NSSI, NSI, or network. To create a job, the producer checks if the job can be supported by an existing job, creates the job if no such existing job exists, and otherwise responds that the job can be supported by the existing job. To terminate a job, the producer checks if the job is serving other consumers, terminates the job if other consumers are not being served, and otherwise responds that the job is currently serving other consumers.

Systems and methods provide solutions to add a physical network function (PNF) instance to a network service (NS), modify PNF instances in an NS, and remove PNF instances from an NS. For example, a process may include sending an update NS request from the management function to a network functions virtualization orchestrator (NFVO) to update the NS instance, the update NS request comprising an NS instance identifier, an update type, and PNF information; receiving an update NS response from the NFVO, the update NS response comprising a lifecycle operation occurrence identifier corresponding to an NS lifecycle operation occurrence; receiving an NS Lifecycle Change notification from the NFVO, the NS Lifecycle Change notification indicating a start of an NS update; and receiving an NS identifier change notification from the NFVO, the NS identifier change notification indicating a result of the NS update.

Various embodiments herein define a performance data and measurement job creation solutions for advanced networks including network slicing, based on a service-based framework. Embodiments of systems and techniques for identifying coverage holes in a radio access technology (RAT) are described. In some embodiments, a network management (NM) apparatus may receive a first report, including one or more measurements taken by a first user equipment (UE), in response to an event related to a handover of the first UE between a first radio access technology (RAT) and a second RAT different from the first RAT. The NM apparatus may receive a second report including one or more measurements taken by a second UE in response to an event related to a handover of the second UE between the first RAT and a third RAT different from the first RAT. The NM apparatus may identify a hole in a coverage area of the first RAT based at least in part on the first and second reports. Other embodiments may be described and claimed.

Embodiments of systems and techniques are described for supporting WLAN offloading. In some embodiments, a network management system (NMS) for WLAN offloading may include a network manager (NM); a first element manager (EM), coupled to the network manager, to communicate with the network manager and one or more WLANs; and a second EM, coupled to the NM, to communicate with the NM and one or more base stations of a cellular network. Coverage areas of at least one access point (AP) of the one or more WLANs are overlaid with at least one cell of the cellular network to support a WLAN offloading operation. Further, the NM is to activate the WLAN offloading operation based at least in part on at least one indicator received from the one or more WLANs. Other embodiments may be described and claimed.

Embodiments of systems and techniques are described for determining inter-radio access technology (inter-RAT) coverage for energy saving management (ESM). In some embodiments, a network management (NM) apparatus may determine that a source cell of a network of a first RAT is triggered to activate an energy saving state and that the source cell is partially overlapped by each of a plurality of cells of one or more networks of one or more RATs different from the first RAT. The NM apparatus may instruct the source cell to activate the energy saving state when a combination of the plurality of cells provides coverage of the source cell.
