Abstract: Techniques for sample adaptive offset (SAO) filtering that focus on filtering the changed region of a picture or layer (e.g., the high frequency component of video blocks of a picture or layer) are described. The techniques may be referred to as High-Frequency-Pass SAO (HSAO) filtering. In one example, a method for coding video data comprises obtaining a decoded block of video data, separating the decoded block of video data into a low-frequency component and a high-frequency component, applying an SAO filter to the high-frequency component to generate a SAO filtered high-frequency component, and combining the SAO filtered high-frequency component and the low-frequency component to generate a filtered decoded block of video data.

Abstract: Systems and methods for encoding and decoding scalable video information are disclosed. The system may have a memory unit configured to store syntax elements for a multi-layer picture. The system may further comprise one or more processors operationally coupled to the memory unit. The processors may be configured to determine at least one phase offset value between a reference layer sample position in the multi-layer picture and a corresponding enhancement layer sample position. The processors may be further configured to generate a syntax element indicating the phase offset value the phase offset value representing a phase offset of a luma sample position and a chroma sample position of the reference layer position.

Abstract: A method for decoding video data provided in a bitstream, where the bitstream includes a coding unit (CU) coded in palette mode, includes: parsing a palette associated with the CU provided in the bitstream; parsing one or more run lengths provided in the bitstream that are associated with the CU; parsing one or more index values provided in the bitstream that associated with the CU; and parsing one or more escape pixel values provided in the bitstream that are associated with the CU. The escape pixel values may be parsed from consecutive positions in the bitstream, the consecutive positions being in the bitstream after all of the run lengths and the index values associated with the CU. The method may further include decoding the CU based on the parsed palette, parsed run lengths, parsed index values, and parsed escape values.

Abstract: An apparatus for coding video information according to certain aspects includes a memory unit and a processor in communication with the memory unit. The memory unit stores difference video information associated with a difference video layer of pixel information derived from a difference between an enhancement layer and a corresponding base layer of the video information. The processor determines a value of a video unit based on a reference video unit or spatial neighboring video unit within the difference video layer and applies a smoothing filter to the reference video unit or spatial neighboring video unit.

Abstract: An apparatus for coding video information according to certain aspects includes a memory and a processor. The memory unit is configured to store video information associated with an interlayer reference picture for a current picture to be coded. The processor is configured to: receive information relating to a plurality of interlayer reference offsets that are configured to define a region of a resampled version of the interlayer reference picture, wherein the region is used to generate a prediction of the current picture, and wherein the plurality of interlayer reference offsets include a left offset, a top offset, a right offset, and a bottom offset that are each specified relative to the current picture; determine based at least in part on the plurality of interlayer reference offsets whether to resample the interlayer reference picture; and in response to determining to resample the interlayer reference picture, resample the interlayer reference picture.

The method can include determining a number of active reference layer pictures associated with at least one picture of the one or more layers. The method can further include determining a number of direct reference layers associated with the at least one of the one or more layers. Based on the number of direct reference layers equaling the number of active reference layer pictures, the method can further include refraining from further signaling inter-layer reference picture information in any video slice associated with at least one of a video parameter set (VPS), a sequence parameter set (SPS), or a picture parameter set (PPS).

Abstract: In general, this disclosure describes techniques for coding video blocks using a color-space conversion process. A video coder, such as a video encoder or a video decoder, may determine whether to use color-space conversion for encoding the video data. In response to determining to use color-space conversion, the video coder may quantize data of a first color component of the video data using a first offset of a first quantization parameter (QP) and quantize data of a second color component of the video data using a second offset of a second QP, wherein the second color component is different than the first color component, and the second QP is different than the first QP. The video coder may further inverse quantize data of the first color component using the first offset and inverse quantize data of the second color component using the second offset.

Abstract: A method of coding video data can include receiving video information associated with a reference layer, an enhancement layer, or both, and generating a plurality of inter-layer reference pictures using a plurality of inter-layer filters and one or more reference layer pictures. The generated plurality of inter-layer reference pictures may be inserted into a reference picture list. A current picture in the enhancement layer may be coded using the reference picture list. The inter-layer filters may comprise default inter-layer filters or alternative inter-layer filters signaled in a sequence parameter set, video parameter set, or slice header.

Abstract: Bitstream restrictions or constraints on the partitioning of pictures across layers of video data are described. In some examples, the number of tiles per picture for each layer of a plurality of layers is constrained based on a maximum number of tiles per picture for the layer. In some examples, the number of tiles per picture for each layer of the plurality of layers is no greater than the maximum number of tiles per picture for the layer. In some examples, a sum of the numbers of tiles per picture for the plurality of layers is no greater than a sum of the maximum numbers of tiles per picture for the plurality of layers. In some examples, a second largest coding unit (LCU) or coding tree block (CTB) size for a second layer is constrained based on, e.g., to be equal to, a first LCU size for a first layer.
