A wireless communication device or system generates transmit power control feedback for a received power control channel by determining a command error rate (CER), or by identifying a target signal quality for the power control channel according to a defined signal-quality-to-CER mapping function. Generally, the power control channel does not include error-coded data to use for CER estimation. However, in one embodiment, the channel does include known reference bits that are evaluated for CER estimation, with the estimated CER used to set the signal quality target for inner loop power control. In other embodiments, a computed reception error probability is used to identify a CER estimate according to a defined probability-to-CER mapping function. By way of non-limiting example, these embodiments may be used to provide power control feedback for power control commands transmitted on a Fractional Dedicated Physical Channel in WCDMA systems.

In an exemplary method, messages transmitted over a plurality of shared control channels are decoded, and at least one likelihood metric is determined for each of the decoded messages. A best candidate is selected from the decoded messages, based on the likelihood metrics, and the at least one likelihood metric for the best candidate is compared to corresponding likelihood metrics for the messages other than the best candidate to determine whether the best candidate is a valid message. The method comprises determining, based on a first power limitation indication value associated with a first terminal of the wireless communication system, if the first terminal is power limited; dynamically selecting at least one first channelization code associated with a first signal variation value for allocation to the first terminal so that, if the first terminal is power limited, the first signal variation value indicates a first minimal signal variation; and signaling an indication of the at least one first channelization code to the first terminal.
