The object of the present invention is to provide a fiber sheet or a molded fiber sheet having excellent flame retardancyA flame retardant fiber sheet containing a polyammonium phosphate with average degree of polymerization in the range of between 10 and 40 is provided in the present invention.The polyammonium phosphate is insoluble or sparingly soluble in water so that said polyammonium phosphate gives the fiber sheet excellent flame retardancy with water resistance and durability, and is also inexpensive.The molded fiber sheet is highly flame retardant and harmless, so that the molded fiber sheet is useful for automobile and building interiors.

The object of the present invention is to provide a fiber sheet having good fire resistant property, an expanded synthetic resin sheet having good fire resistant property and a molded article thereof, and a fire resistant acoustic material for cars, which uses the molded article. To attain the object, in the present invention, fire retardant capsules are adhered to the fiber sheet or the expanded synthetic resin sheet to provide a porous fire resistant sheet. When the fire retardant capsules are exposed to a high temperature, the synthetic film covering the fire retardant may break, exposing fire retardant, and giving fiber sheet or expanded synthetic resin sheet self extinguishing property. A molded article of the porous fire resistant sheet also has a good fire resistant property, and does not inhibit the ventilation property of the fiber sheet and the synthetic resin sheet, making said molded article useful as a fire resistant acoustic material for cars or buildings.

An image coding apparatus is provided which satisfies various levels of demands on image distribution, both from image providers and from users. The image coding apparatus includes a coding block which codes predetermined image data. A separation unit separates the coded image data into basic data for reproducing contents of the coded image data as a visible image, and complementary data for complementing the basic data, so that the two pieces of data are distributed on different occasions. An adding unit adds information for independent copyright control to at least either one of the basic data and the complementary data.

A wavelet transform unit applies a low-pass filter and a high-pass filter in the respective x and y directions of an original image, and divides the image into four frequency sub-bands so as to carry out a wavelet transform. A quantization unit quantizes, with a predetermined quantizing width, the wavelet transform coefficients outputted from the wavelet transform unit. A motion detector detects the motion of an object. A ROI setting unit moves a ROI region according to this motion of an object. In the case of moving images where a viewpoint changes, the background may be separated from the object and then the ROI region may be moved according to the motion of the object and the motion of the background.

The pump system comprises a pump (1) for transferring a liquid by alternately supplying air to air chambers (17a, 17b) to extend and contract a pair of bellows (13a, 13b) linked to a shaft (15). It also comprises a switching valve mechanism (2) for switching the air supplied to the pump (1). Switching mechanisms (40a, 40b) are employed to switch the pilot air for controlling the switching operation of the switching valve mechanism (2).
