Abstract: According to an aspect, an optical element includes: a first polarizing plate having a first absorption axis; a second polarizing plate facing the first polarizing plate and having a second absorption axis; and a first viewing angle control panel placed between the first polarizing plate and the second polarizing plate. The first viewing angle control panel includes: a first substrate; a second substrate facing the first substrate; a liquid crystal layer provided between the first substrate and the second substrate; and a plurality of electrodes provided on at least one of the first substrate and the second substrate to generate a transverse electric field in a predetermined direction. The liquid crystal layer includes liquid crystal molecules with a positive dielectric anisotropy. The liquid crystal molecules have hybrid orientation in a state in which the transverse electric field is not generated.
