    Abstract: A UE for a 5G system is to perform a measurement during a network controlled small gap (NCSG). The NCSG includes a first visible interruption length (VIL1), a measurement length (ML), a second visible interruption length (VIL2), and a visible interruption repetition period (VIRP). A UE capability indicates a length of one or both the VIL1 and the VIL2. NCSG pattern information provides the NCSG for the UE, in which the VIL1 and the VIL2 indicate when the UE is not expected to transmit and receive data on a serving carrier, the ML indicates when the UE is expected to transmit and receive data on the serving carrier, and the VIRP indicates a period in which to repeat the NCSG.

    Abstract: Layer 2 handling during a cell change procedure includes decoding an RRC reconfiguration message received from a first cell. The RRC reconfiguration message includes a Layer 1 (L1) configuration corresponding to a second cell. The first cell and the second cell share an SDAP entity, a PDCP entity, an RLC entity, and a MAC entity. The first cell and the second cell have a separate L1 entity. In response to decoding the RRC reconfiguration message, the L1 configuration corresponding to the second cell is stored. A cell change message received from the first cell is decoded. The cell change message indicates that a cell change from the first cell to the second cell is to be performed. The stored L1 configuration corresponding to the second cell is applied for data transmission and reception associated with the second cell. A cell change to the second cell is initiated.

    Abstract: Activating an uplink (UL) gap at a base station may include decoding a user equipment (UE) UL gap capability report received from a UE. A radio resource control (RRC) UL gap configuration may be encoded for transmission to the UE. A power headroom report (PHR) medium access control (MAC) control element (CE) received from the UE may be decoded. The PHR MAC CE may include at least one of a P value or a power management maximum power reduction (P-MPR) value. Decoding the measurement information may include determining that the P value is equal to one or the P-MPR value is greater than zero. Based on determining that the P value is equal to one or the P-MPR value is greater than zero, the UL gap configuration may be implicitly activated.
