The controller includes a first processing unit that obtains a generated amount of code used for a first predetermined number of immediately preceding macroblocks, a second processing unit that obtains an allowable amount of code available for a third predetermined number of immediately subsequent macroblocks including a currently target macroblock, based on a target amount of code for not more than a second predetermined number of macroblocks less than a total number of macroblocks included in one frame, and the generated amount of code obtained by the first processing unit, a third processing unit that obtains an expected amount of code expected to be used for the third predetermined number of macroblocks, and a fourth processing unit that sets a quantization parameter of a currently target macroblock, based on the allowable amount of code obtained by the second processing unit and the expected amount of code obtained by the third processing unit.

    摘要: Provided is a highly reactive fluid fan coupling device utilizing the non-Newtonian fluid characteristics of oil, thereby obtaining an excellent reaction rate of fan rotation using a control signal. In the fan coupling device, where the interior of a sealed housing supported on a rotary shaft with a drive disk secured thereto is partitioned in an oil reservoir chamber and a torque transmission chamber placing the drive disk thereinto by a partition plate; drive torque is transmitted to a driven side by oil supplied to the torque transmission chamber; and opening and closing of a flow path of oil is controlled by a valve member actuated by an electromagnet, wherein a mechanism to scrape out the oil in the oil reservoir chamber utilizing the non-Newtonian fluid characteristics of oil is provided on the drive disk so as to be opposed to an oil supply adjusting hole of the partition plate.

The spectral element allows at least a part of the laser light to be incident from the actuator to transmit, and reflects at least a part of the laser light to be incident from the scan expansion lens. The beam irradiation device further includes a light detector for receiving the laser light to be reflected on the spectral element to output an electrical signal.
