Abstract: A device generates, stores, or obtains a file that complies with a restriction specified in a file format to which the file conforms. The restriction requires that for each respective Intra Random Access Point (IRAP) picture, a parameter set required for decoding the respective IRAP picture is in at least one of the following: a sample entry of the respective IRAP picture's track that is applicable to the respective IRAP picture's sample, a sample entry of a non-corresponding track for the respective IRAP picture carrying a reference layer of the respective IRAP picture's layer, the respective IRAP picture's sample, or a temporally collocated sample of the respective IRAP picture's sample in a track of that carries the reference layer.

Abstract: Techniques and systems are provided for decoding video data. For example, a method of decoding video data includes receiving, by a decoding device, an encoded video bitstream generated according to a first coding protocol, and determining that a base layer is to be provided to the decoding device as part of an external bitstream that is different from the received encoded video bitstream. The external bitstream is provided to the decoding device by an external source and is not provided as part of the encoded video bitstream. The base layer is encoded using a second coding protocol that is different from the first coding protocol. The method further includes determining to ignore a profile, tier, and level syntax structure assigned to the base layer in the video parameter set in response to determining the base layer is to be provided to the decoding device as part of an external bitstream. The profile, tier, and level syntax structure is assigned a zero value based on the base layer being provided as part of the external bitstream. The method further includes decoding the encoded video data of the encoded video bitstream.

Abstract: Techniques and systems are provided for encoding video data. For example, a method of encoding video data includes generating, by an encoder, an encoded video bitstream according to a first coding protocol. The encoded video bitstream includes one or more enhancement layers and a video parameter set defining parameters of the encoded video bitstream. The method further includes determining that a base layer is to be provided to a decoding device by an external source and is not to be provided as part of the encoded video bitstream. The method further includes assigning a minimum value to a syntax structure in the video parameter set when it is determined that the base layer is to be provided by the external source. The syntax structure defines profile, tier, and level parameters for the base layer.

Abstract: In general, the disclosure to techniques for regional random access within a picture of video data. For example, a video coding device receives a plurality of pictures in a coding order. Each respective picture of the plurality of pictures comprises a plurality of regions. For a first region in a first picture of the plurality of pictures, the video coding device determines that the first region is codable independent from each other region of the first picture and from a first region in a second picture preceding the first picture in the coding order and, responsive to making such a determination, determine that the first region in the first picture has random accessibility. The video coding device codes each video block in the first region independent from any video blocks outside of the first region.

Abstract: An apparatus according to certain aspects includes a memory and a processor configured to: in response to determining that a reference layer intra random access point (IRAP) picture starts a new coded video sequence (CVS) at the current AU: determine whether the reference layer IRAP picture activates a new video parameter set (VPS) or defines a prediction boundary at the current AU; in response to determining that the reference layer IRAP picture activates a new VPS or defines a prediction boundary at the current AU, remove pictures in the decoded picture buffer (DPB) associated with each of a plurality of layers; and in response to determining that the reference layer IRAP picture does not activate a new VPS and does not define a prediction boundary at the current AU, remove only pictures in the DPB associated with the reference layer.

Abstract: A video decoder is configured to decode a bitstream that comprises an encoded representation of video data. As part of decoding the bitstream, the video decoder obtains, from the bitstream, one or more syntax elements indicating one or more partitioning schemes. For each respective partitioning scheme of the one or more partitioning schemes, the respective partitioning scheme specifies a respective set of disjoint partitions whose union forms an output layer set. Each respective partition of the respective set of disjoint partitions contains one or more of the layers. The video decoder is further configured to decode each of the partitions of a particular partitioning scheme using different processing cores in a plurality of hardware cores, the particular partitioning scheme being one of the one or more partitioning schemes.

Abstract: An apparatus for coding video information according to certain aspects includes a memory and a processor. The memory is configured to store video information associated with one or more layers. The processor is configured to code a current access unit (AU) in a bitstream including a plurality of layers, the plurality of layers including a reference layer and at least one corresponding enhancement layer. The processor is further configured to code a first end of sequence (EOS) network abstraction layer (NAL) unit associated with the reference layer in the current AU, the first EOS NAL unit having the same layer identifier (ID) as the reference layer. The processor is also configured to code a second EOS NAL unit associated with the enhancement layer in the current AU, the second EOS NAL unit having the same layer ID as the enhancement layer.
